HB 11 LC 19 2883S ______________________________ offers the following substitute to HB 11: A BILL TO BE ENTITLED AN ACT 1- 1 To amend Code Section 20-2-162 of the Official Code of 1- 2 Georgia Annotated, relating to midterm adjustments under the 1- 3 "Quality Basic Education Act," so as to provide for midterm 1- 4 adjustments relative to the program adjustment amount for 1- 5 training and experience; to provide for matters relative 1- 6 thereto; to provide an effective date; to repeal conflicting 1- 7 laws; and for other purposes. 1- 8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: SECTION 1. 1- 9 Code Section 20-2-162 of the Official Code of Georgia 1-10 Annotated, relating to midterm adjustments under the 1-11 "Quality Basic Education Act," is amended by adding at the 1-12 end thereof a new subsection (d) to read as follows: 1-13 "(d) A midterm adjustment shall be made in the program 1-14 adjustment amount for training and experience authorized 1-15 pursuant to subsection (d) of Code Section 20-2-161. The 1-16 adjusted amount shall be based on all certificated 1-17 professional personnel who were employed by the local 1-18 school system as of the month of June of the fiscal year 1-19 immediately preceding the fiscal year in which grants 1-20 authorized by this Code section are distributed. Such 1-21 adjustment shall be calculated to phase in full funding of 1-22 the above provision over a period of four years. For FY 1-23 1997, the dollar value of training and experience increase 1-24 for FY 1996 over FY 1995 shall be multiplied by .25; for 1-25 FY 1998 the dollar value of training and experience 1-26 increase for FY 1997 over FY 1996 shall be multiplied by 1-27 .50; for FY 1999 the dollar value of training and 1-28 experience increase for FY 1998 over FY 1997 shall be 1-29 multiplied by .75; and every year thereafter by 1.0."
