HB 1139 LC 11 8747 A BILL TO BE ENTITLED AN ACT 1- 1 To amend Code Section 50-27-13 of the Official Code of 1- 2 Georgia Annotated, relating to the disposition of lottery 1- 3 proceeds, so as to provide for the distribution of 1- 4 appropriations for certain capital outlay projects; to 1- 5 repeal conflicting laws; and for other purposes. 1- 6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: SECTION 1. 1- 7 Code Section 50-27-13 of the Official Code of Georgia 1- 8 Annotated, relating to the disposition of lottery proceeds, 1- 9 is amended by striking paragraph (2) of subsection (c) 1-10 thereof and inserting in its place the following: 1-11 "(2) In the budget report the Governor shall further 1-12 make specific recommendations as to the education 1-13 programs and purposes for which appropriations should be 1-14 made from the Lottery for Education Account. The 1-15 General Assembly shall appropriate from the Lottery for 1-16 Education Account by specific reference to it, or by 1-17 reference to 'lottery proceeds.' All appropriations of 1-18 lottery proceeds to any particular budget unit shall be 1-19 made together in a separate part entitled, identified, 1-20 administered, and accounted for separately as a distinct 1-21 budget unit for lottery proceeds. Appropriations for 1-22 capital outlay projects for educational facilities shall 1-23 be distributed to each local school system in the same 1-24 proportion which that system's most recent average 1-25 weighted full-time equivalent count bears to the most 1-26 recent average weighted full-time equivalent count, as 1-27 those counts are defined in Code Section 20-2-165, for 1-28 all such school systems in the state. Such 1-29 appropriations shall otherwise be made in the manner 1-30 required by law for appropriations." SECTION 2. 1-31 All laws and parts of laws in conflict with this Act are 1-32 repealed. -1- (Index)
