A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Article 2 of Chapter 2 of Title 40 of the Official
1- 2 Code of Georgia Annotated, relating to registration and
1- 3 licensing generally, so as to authorize the issuance of
1- 4 "Helping Schools" license plates; to provide for a fee; to
1- 5 provide for promulgation of rules and regulations by the
1- 6 commissioner of revenue; to provide for annual renewal; to
1- 7 provide for disposition of the proceeds for educational
1- 8 purposes; to provide for related matters; to repeal
1- 9 conflicting laws; and for other purposes.
1-10 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1-11 Article 2 of Chapter 2 of Title 40 of the Official Code of
1-12 Georgia Annotated, relating to registration and licensing
1-13 generally, is amended by adding at the end thereof a new
1-14 Code Section 40-2-50 to read as follows:
1-15 "40-2-50. (Index)
1-16 (a) Any motor vehicle owner who is a resident of Georgia,
1-17 upon complying with the motor vehicle laws relating to
1-18 registration and licensing of motor vehicles and upon the
1-19 payment of an initial manufacturing fee of $15.00 in
1-20 addition to the regular motor vehicle registration fee,
1-21 shall be issued a special license plate which shall bear
1-22 the words 'Helping Schools.'
1-23 (b) The commissioner is authorized and directed to design
1-24 the distinctive 'Helping Schools' license plate, establish
1-25 procedures, and promulgate rules and regulations to
1-26 effectuate the purposes of this Code section.
1-27 (c) Special license plates issued under this Code section
1-28 shall be renewed annually with a revalidation decal, as
1-29 provided in Code Section 40-2-31, upon payment of a $15.00
1-30 annual renewal fee, in addition to all other fees required
1-31 by law, which fee shall be collected by the county tag
1-32 agent at the time of collection of other registration fees

2- 1 and shall be remitted to the state as provided in Code
2- 2 Section 40-2-34. Special license plates issued under this
2- 3 Code section may be transferred between vehicles as
2- 4 provided in Code Section 40-2-80.
2- 5 (d) The state shall be the beneficiary of and shall
2- 6 receive $5.00 of the $15.00 'Helping Schools' tag fee for
2- 7 each such tag and $10.00 of each such tag fee shall be
2- 8 distributed by the commissioner to the extent practicable
2- 9 to the local school district in which said funds were
2-10 generated to be used for the purchase of classroom
2-11 supplies and equipment in grades K through 12 of the
2-12 public schools of such school district. The state shall
2-13 bear the cost of the manufacture of each such license
2-14 plate.
2-15 (e) The commissioner may begin issuing 'Helping Schools'
2-16 license plates with the year 1997."
SECTION 2.
2-17 All laws and parts of laws in conflict with this Act are
2-18 repealed.
