The House Committee on Education Subcomittee on
Curriculum and Instruction offers the following substitute
to HB 15:
A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Article 19 of Chapter 2 of Title 20 of the Official
1- 2 Code of Georgia Annotated, relating to public school
1- 3 textbooks, so as to change the manner in which such
1- 4 textbooks are approved and selected; to repeal conflicting
1- 5 laws and for other purposes.
1- 6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1- 7 Article 19 of Chapter 2 of Title 20 of the Official Code of
1- 8 Georgia Annotated, relating to public school textbooks, is
1- 9 amended by striking Code Section 20-2-1012, relating to
1-10 committees to recommend textbooks, and inserting in its
1-11 place the following:
1-12 "20-2-1012. (Index)
1-13 (a) The State Board of Education shall select a committee
1-14 or committees of educators actually engaged in public
1-15 school work in this state to examine textbooks and make
1-16 recommendations thereon to the state board. Such committee
1-17 or committees shall consist of such number of educators as
1-18 the state board may deem advisable, not exceeding five in
1-19 each instance. They shall serve for such time and for such
1-20 duties as the state board may prescribe and shall receive
1-21 such compensation as may be fixed by the state board.
1-22 (b) In addition to any other method of textbook selection,
1-23 any local school system superintendent may make a written
1-24 request to the State Board of Education to add a textbook
1-25 or series of textbooks to the approved list of textbooks
1-26 for use in the public schools of this state. If requests
1-27 are received by the Board during any 180 day period from
1-28 the superintendents of five or more different systems to
1-29 add the same textbook or series to the approved list, such
1-30 textbook or series shall be added to the list of the State
1-31 Board of Education. Other than the selection method,
1-32 publishers whose textbooks are added to the approved list
1-33 in this manner shall be required to comply with the same

2- 2 but not limited to price, durability, and availability."
SECTION 2.
2- 3 All laws and parts of laws in conflict with this Act are
2- 4 repealed.
