A BILL TO BE ENTITLED
AN ACT
1- 1 To provide for the Department of Labor a supplemental
1- 2 appropriation, pursuant to and in accordance with provisions
1- 3 of Code Section 34-8-81 of the Official Code of Georgia
1- 4 Annotated, relating to the creation and purposes of the
1- 5 Employment Security Administration Fund, and Code Section
1- 6 34-8-85 of the Official Code of Georgia Annotated, relating
1- 7 to certain withdrawals from the Unemployment Trust Fund, of
1- 8 additional funds which are otherwise available to the
1- 9 Department of Labor out of funds credited to and held in
1-10 this state's account in the Unemployment Trust Fund by the
1-11 Secretary of the Treasury of the United States pursuant to
1-12 Section 903 of the Social Security Act, as amended, for the
1-13 purpose of providing for the payment of expenses of
1-14 administration of Chapter 8 of Title 34 of the Official Code
1-15 of Georgia Annotated, the "Employment Security Law," as
1-16 expenses incurred in the administration of said law, as well
1-17 as for the procurement, through purchase or rental, either
1-18 or both, of offices, lands, buildings or parts of buildings,
1-19 fixtures, furnishings, equipment, supplies, and the
1-20 construction of buildings or parts of buildings suitable for
1-21 use in this state by the Department of Labor, and for the
Labor Dept; supplemental appro- priation; Unemp Trust Fund
1-23 maintenance, improvements, or repair of or alterations to
1-24 such real or personal property; to authorize the
1-25 Commissioner of Labor to direct the obligation and
1-26 expenditure of said funds and to employ workers, contract
1-27 with persons, public and private agencies, corporations, and
1-28 other entities, and to do all other things necessary to
1-29 accomplish the purposes of this Act; to provide an effective
1-30 date; to repeal conflicting laws; and for other purposes.
1-31 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1-32 There is appropriated to the Department of Labor out of
1-33 funds credited to and held in this state's account in the
1-34 Unemployment Trust Fund by the Secretary of the Treasury of

2- 1 the United States pursuant to and in accordance with Section
2- 2 903 of the Social Security Act, as amended, an additional
2- 3 amount of $547,146.00.
2- 4 Of said additional amount, the sum of $547,146.00 is
2- 5 authorized to be allocated for expenses incurred in the
2- 6 administration of Chapter 8 of Title 34 of the Official Code
2- 7 of Georgia Annotated, the "Employment Security Law," as
2- 8 amended, including personal services and operating and other
2- 9 expenses incurred in the administration of said laws, as
2-10 well as for the purchase or rental, either or both, of
2-11 improvements, repairs, or alterations to and of offices,
2-12 lands, buildings or parts of buildings, fixtures,
2-13 furnishings, equipment, supplies, and the construction of
2-14 buildings or parts of buildings suitable for use in this
2-15 state by the Department of Labor, and for the payment of
2-16 expenses incurred for the acquisition, purchase, rental,
2-17 construction, maintenance, improvements, repairs, or
2-18 alterations of and to such real or personal property.
2-19 Notwithstanding any other provisions of this section, the
2-20 amount appropriated in this Act shall not exceed the amount
2-21 in the Unemployment Trust Fund which may be obligated for
2-22 expenditure for such purposes as provided in Code Section
2-23 34-8-85 of the Official Code of Georgia Annotated, relating
2-24 to certain withdrawals from the Unemployment Trust Fund, and
2-25 the amount which may be obligated shall not exceed the
2-26 limitations provided in Code Section 34-8-85 of the Official
2-27 Code of Georgia Annotated, relating to certain withdrawals
2-28 from the Unemployment Trust Fund, provided that said
2-29 additional funds shall not be obligated for expenditure, as
2-30 provided in this Act, after the close of the two-year period
2-31 which begins on the date of enactment of this Act.
SECTION 2.
2-32 The Commissioner of Labor is authorized, pursuant to and in
2-33 accordance with Section 903 of the Social Security Act, as
2-34 amended, to requisition, and to direct the obligation and
2-35 expenditure for use in such locations in this state as he
2-36 finds to be economical and desirable, such money as
2-37 authorized in this Act and in Code Section 34-8-81 of the
2-38 Official Code of Georgia annotated, relating to the creation
2-39 and purposes of the Employment Security Administration Fund,
2-40 and Code Section 34-8-85 of the Official Code of Georgia
2-41 Annotated, relating to certain withdrawals from the
2-42 Unemployment Trust Fund, and, in the manner and for the
2-43 purposes authorized in this Act, including personal

3- 1 services, operating and other expenses incurred in the
3- 2 administration of said laws, as well as for the procurement,
3- 3 through purchase or rental, either or both, of offices,
3- 4 lands, buildings or parts of buildings, fixtures,
3- 5 furnishings, equipment, supplies, and the construction of
3- 6 buildings or parts of buildings suitable for use by the
3- 7 Department of Labor, for the payment of expenses incurred
3- 8 for the construction, maintenance, improvements, or repair
3- 9 of or alterations to such real or personal property, to
3-10 employ workers, contract with persons, public and private
3-11 agencies, corporations, and other entities, to allocate any
3-12 unexpended amounts appropriated by this Act, and to do all
3-13 other things necessary to accomplish the purposes of this
3-14 Act. The acquisition of any real or personal property and
3-15 the expenditure of any funds appropriated by this Act shall
3-16 be in accordance with this state's applicable laws existing

SECTION 3.
3-18 This Act shall become effective upon its approval by the
3-19 Governor or upon its becoming law without such approval.
SECTION 4.
3-20 All laws and parts of laws in conflict with this Act are
3-21 repealed.
