A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Article 2 of Chapter 4 of Title 32 of the Official
1- 2 Code of Georgia Annotated, relating to the state highway
1- 3 system, so as to prohibit the funding of certain roads and
1- 4 corridors until after the completion of the developmental
1- 5 highway system; to provide for an effective date; to repeal
1- 6 conflicting laws; and for other purposes.
1- 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1- 8 Article 2 of Chapter 4 of Title 32 of the Official Code of
1- 9 Georgia Annotated, relating to the state highway system, is
1-10 amended by striking subsection (a) of Code Section 32-4-22,
1-11 relating to the creation of the developmental highway
1-12 system, in its entirety and inserting in lieu thereof the
1-13 following:
1-14 "(a) There is created as a part of the state highway
1-15 system a system of public roads to be known as the
1-16 Developmental Highway System which shall consist of the
1-17 following road corridors (not in order of priority):
1-18 (1) Appalachian;
1-19 (2) The South Georgia Parkway;
1-20 (3) U.S. 27;
1-21 (4) U.S. 82;
1-22 (5) Golden Isles;
1-23 (6) Savannah River;
1-24 (7) U.S. 441;
1-25 (8) Fall Line;
1-26 (9) U.S. 319;
1-27 (10) U.S. 19;
1-28 (11) U.S. 84;

2- 1 (12) U.S. 1/SR 17;
2- 2 (13) SR 72;
2- 3 (14) Outer Perimeter; and
2- 4 (15) East-west Highway from I-59 North to I-85 North;
2- 5 and
2- 6 (16) Truck access routes.
2- 7 Said system is further identified as being those roads and
2- 8 corridors referred to as 'the Governor's Road Improvement
2- 9 Program' in that resolution adopted by the State
2-10 Transportation Board dated November 17, 1988.
2-11 Notwithstanding any other provision of law to the
2-12 contrary, no state funds shall be expended through the
2-13 Department of Transportation or otherwise for the
2-14 maintenance or construction of any road or corridor
2-15 located within the corporate limits of the City of Atlanta
2-16 until after final completion of all of the roads and
2-17 corridors identified in this subsection."
SECTION 2.
2-18 This Act shall become effective upon its approval by the
2-19 Governor or upon its becoming law without such approval.
SECTION 3.
2-20 All laws and parts of laws in conflict with this Act are
2-21 repealed.
