HB 60 LC 14 6505S A BILL TO BE ENTITLED AN ACT 1- 1 To amend Chapter 4 of Title 28 of the Official Code of 1- 2 Georgia Annotated, relating to legislative services in the 1- 3 General Assembly, so as to change provisions relating to the 1- 4 membership and officers of the Legislative Services 1- 5 Committee; to provide for certain additional members of the 1- 6 committee; to specify the officers of the committee; to 1- 7 change provisions relating to a quorum of the committee; to 1- 8 provide for related matters; to provide an effective date; 1- 9 to repeal conflicting laws; and for other purposes. 1-10 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: SECTION 1. 1-11 Chapter 4 of Title 28 of the Official Code of Georgia 1-12 Annotated, relating to legislative services in the General 1-13 Assembly, is amended by striking Code Section 28-4-1, 1-14 relating to the Legislative Services Committee, and 1-15 inserting in its place a new Code section to read as 1-16 follows: 1-17 "28-4-1. (Index) 1-18 (a) There is created the Legislative Services Committee, 1-19 hereinafter called the committee, to be composed of the 1-20 Speaker of the House of Representatives, the President of 1-21 the Senate, the chairman chairperson of the Appropriations 1-22 Committee of the Senate, the chairman chairperson of the 1-23 Appropriations Committee of the House of Representatives, 1-24 the chairman chairperson of the Judiciary Committee of the 1-25 Senate, the chairman chairperson of the Judiciary 1-26 Committee of the House of Representatives, the chairman 1-27 chairperson of the Banking and Financial Institutions 1-28 Committee of the Senate, the chairman chairperson of the 1-29 Ways and Means Committee of the House of Representatives, 1-30 the President Pro Tempore of the Senate, the Speaker Pro 1-31 Tempore of the House of Representatives, the majority 1-32 leader of the Senate, the majority leader of the House of 1-33 Representatives, the minority leader of the Senate, the -1- (Index) LC 14 6505S 2- 1 minority leader of the House of Representatives, the 2- 2 Secretary of the Senate, and the Clerk of the House of 2- 3 Representatives. The Speaker of the House of 2- 4 Representatives shall be chairman of the committee, and 2- 5 the Secretary of the Senate shall be secretary of the 2- 6 committee chairperson of the committee and the Clerk of 2- 7 the House of Representatives shall be secretary of the 2- 8 committee during each odd-numbered year. The President of 2- 9 the Senate shall be chairperson of the committee and the 2-10 Secretary of the Senate shall be secretary of the 2-11 committee during each even-numbered year. 2-12 (b) The members of the committee shall receive no 2-13 additional allowances for service on the committee while 2-14 the General Assembly is in session; but, for each day 2-15 spent in the performance of their duties under this 2-16 chapter between sessions, the members shall receive the 2-17 allowances authorized by law for legislative members of 2-18 interim legislative committees. 2-19 (c) The committee shall meet at least once during each 2-20 calendar quarter. Additional meetings may be held upon 2-21 the call of the chairman chairperson or upon the call of a 2-22 majority of the members of the committee. Eight Nine 2-23 members of the committee shall constitute a quorum and the 2-24 affirmative vote of a majority of those members present at 2-25 a meeting of the committee, provided such members present 2-26 constitute a quorum, shall be necessary to transact 2-27 business of the committee. The chairman chairperson shall 2-28 be entitled to vote on all matters requiring a vote of the 2-29 committee." SECTION 2. 2-30 This Act shall become effective upon its approval by the 2-31 Governor or upon its becoming law without such approval. SECTION 3. 2-32 All laws and parts of laws in conflict with this Act are 2-33 repealed. -2- (Index)
