                             A RESOLUTION

  1- 1  Commending Drew F. Smedley; and for other purposes.

  1- 2  WHEREAS, Drew F. Smedley of Troop 650 will attain, on March
  1- 3  2, 1996, the rank of Eagle Scout, the most distinguished
  1- 4  rank conferred by the Boy Scouts of America; and

  1- 5  WHEREAS, a candidate for the most exceptional award in
  1- 6  scouting must complete a rigorous program of training and
  1- 7  demonstrate his proficiency in selected scouting techniques
  1- 8  and attainment of the highest ideals of scouting; and

  1- 9  WHEREAS, only one scout out of 97 ever reaches this lofty
  1-10  level of achievement, and Drew F. Smedley has ably
  1-11  demonstrated his aptitude and competency in mastering the
  1-12  various special skills taught through the Boy Scout program;
  1-13  and

  1-14  WHEREAS, this outstanding senior at Duluth High School has
  1-15  truly exhibited a commitment to the scouting principles of
  1-16  honesty and fairness and has consistently conducted himself
  1-17  in a manner becoming an Eagle Scout; and

  1-18  WHEREAS, in a world which seems to accentuate consistently
  1-19  the negative aspects of the actions of young people, it is
  1-20  abundantly fitting and proper for this body to recognize
  1-21  with particularity  the outstanding accomplishments of this
  1-22  extraordinary individual.

  1-23  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
  1-24  REPRESENTATIVES that the members of this body commend Drew
  1-25  F. Smedley for his diligence and dedication in pursuing the
  1-26  highest honor awarded by the Boy Scouts of America and
  1-27  congratulate him on attaining the prestigious rank of Eagle
  1-28  Scout.

  1-29  BE IT FURTHER RESOLVED that the Clerk of the House of
  1-30  Representatives is authorized and directed to transmit an
  1-31  appropriate copy of this resolution to Drew F. Smedley.
