HR 259 HR 259/FA H. R. No. 259 (AM) By: Representatives Heckstall of the 55th, Davis of the 48th, McKinney of the 51st, Holmes of the 53rd, Walker of the 141st and others A RESOLUTION 1- 1 Urging the Congress of the United States to declare war on 1- 2 drugs; and for other purposes. 1- 3 WHEREAS, the illegal importation, distribution, and sale of 1- 4 illegal drugs and controlled substances has reached epidemic 1- 5 proportions and is steadily destroying the lives of 1- 6 countless American citizens; and 1- 7 WHEREAS, the plague of illegal drugs and controlled 1- 8 substances has led to dramatic increases in violence on the 1- 9 streets of this nation and has been a major factor in a 1-10 lessening of respect for the rule of law and the rights 1-11 guaranteed to all Americans under the Constitution and laws 1-12 of the United States and the several states; and 1-13 WHEREAS, the citizens of this country have a basic right to 1-14 feel secure in their homes and communities and this right 1-15 must be protected and guaranteed by the federal, state, and 1-16 local governments; and 1-17 WHEREAS, every day, countless brave and courageous law 1-18 enforcement officers are placed in harm's way in the fight 1-19 to stem the ravages of illegal drugs and controlled 1-20 substances; and 1-21 WHEREAS, the importation, distribution, and manufacture of 1-22 illegal drugs and controlled substances constitutes an 1-23 invasion of this country and a blight upon its sovereignty 1-24 which must be stopped; and 1-25 WHEREAS, Article I, Section 8 of the Constitution of the 1-26 United States provides that the Congress shall have the 1-27 power to provide for the common defense and general welfare 1-28 of this nation and its citizens and shall have the power to 1-29 define and punish piracies and felonies committed on the 1-30 high seas and offenses against the laws of nations; and 1-31 WHEREAS, Article I, Section 8 also authorizes the Congress 1-32 to raise and support armies, to provide and maintain a navy, 1-33 and to call forth the militia to execute the laws of the 1-34 Union, suppress insurrections, and repel invasions; and H. No. 259 -1- (Index) HR 259/FA 2- 1 WHEREAS, the Congress is given the further power to declare 2- 2 war. 2- 3 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 2- 4 GEORGIA that this body hereby urges the Congress of the 2- 5 United States to declare that a state of war exists, that 2- 6 all resources of the armed forces of the United States and 2- 7 the militias of the several states be employed in waging war 2- 8 on drugs, that all federal, state, and local law enforcement 2- 9 agencies cooperate with each other, that a uniform war 2-10 policy be developed and implemented, and that all civil and 2-11 military assets be used in the conduct of the war on the 2-12 importation, growth, manufacture, distribution, sale, and 2-13 possession of illegal drugs and controlled substances. 2-14 BE IT FURTHER RESOLVED that all technological assets of the 2-15 United States should be employed in such effort to detect 2-16 the manufacture and shipment of illegal drugs and controlled 2-17 substances and that the armed forces of the United States 2-18 shall be authorized to conduct military operations anywhere 2-19 in the world in combating the drug menace. 2-20 BE IT FURTHER RESOLVED that all of the several states of the 2-21 United States are urged to support the war on drugs and to 2-22 request that the Congress of the United States act on this 2-23 request to declare war on drugs. 2-24 BE IT FURTHER RESOLVED that the Clerk of the House of 2-25 Representatives is authorized and directed to transmit 2-26 appropriate copies of this resolution to the President of 2-27 the United States, to each house of the Congress of the 2-28 United States, to each member of the Congress of the United 2-29 States from the State of Georgia, and to the Legislatures of 2-30 each of the several states of the United States.
