A RESOLUTION
1- 1 Proposing an amendment to the Constitution so as to provide
1- 2 for limitations on the number of consecutive full terms of
1- 3 office which may be served by members of the House of
1- 4 Representatives and Senate of the State of Georgia, the
1- 5 Speaker of the House of Representatives, and the Lieutenant
1- 6 Governor; to provide for the submission of this amendment
1- 7 for ratification or rejection; and for other purposes.
1- 8 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1- 9 Article III, Section II, Paragraph V of the Constitution is
1-10 amended by striking subparagraph (a) and inserting in its
1-11 place a new subparagraph (a) to read as follows:
1-12 "(a)(1) The members of the General Assembly shall be
1-13 elected by the qualified electors of their respective
1-14 districts for a term of two years and shall serve
1-15 until the time fixed for the convening of the next
1-16 General Assembly.
1-17 (2) No member of the House of Representatives of the
1-18 State of Georgia who has served six consecutive full
1-19 two-year terms of office which began on or after
1-20 January 1, 1997, shall again be eligible to hold
1-21 office as a member of the House of Representatives of
1-22 the State of Georgia until after the expiration of two
1-23 years from the conclusion of that person's last term
1-24 of office.
1-25 (3) No member of the Senate of the State of Georgia
1-26 who has served six consecutive full two-year terms of
1-27 office which began on or after January 1, 1997, shall
1-28 again be eligible to hold office as a member of the
1-29 Senate of the State of Georgia until after the
1-30 expiration of two years from the conclusion of that
1-31 person's last term of office."
SECTION 2.

2- 1 Article III, Section III, Paragraph II of the Constitution,
2- 2 is amended by striking subparagraph (a) and inserting in its
2- 3 place a new subparagraph (a) to read as follows:
2- 4 "(a) The presiding officer of the House of
2- 5 Representatives shall be styled the Speaker of the House
2- 6 of Representatives and shall be elected by the House of
2- 7 Representatives from among its members. A person who
2- 8 has served four consecutive full two-year terms of
2- 9 office which began on or after January 1, 1997, as
2-10 Speaker of the House of Representatives shall not again
2-11 be eligible to hold such office until after the
2-12 expiration of two years from the conclusion of that
2-13 person's last term of office."
SECTION 3.
2-14 Article V, Section I of the Constitution is amended by
2-15 striking Paragraph III and inserting in its place a new
2-16 Paragraph III to read as follows:
2-17 "Paragraph III. Lieutenant Governor. There shall be a
2-18 Lieutenant Governor, who shall be elected at the same
2-19 time, for the same term, and in the same manner as the
2-20 Governor. A person who has served two consecutive full
2-21 four-year terms of office which began on or after January
2-22 1, 1997, as Lieutenant Governor shall not again be
2-23 eligible to hold such office until after the expiration of
2-24 four years from the conclusion of that person's last term
2-25 of office. The Lieutenant Governor shall be the President
2-26 of the Senate and shall have such executive duties as
2-27 prescribed by the Governor and as may be prescribed by law
2-28 not inconsistent with the powers of the Governor or other
2-29 provisions of this Constitution. The compensation and
2-30 allowances of the Lieutenant Governor shall be as provided
2-31 by law."
SECTION 4.
2-32 The above proposed amendment to the Constitution shall be
2-33 published and submitted as provided in Article X, Section I,
2-34 Paragraph II of the Constitution.
2-35 The ballot submitting the above proposed amendment shall
2-36 have written or printed thereon the following:
2-37 "( ) YES Shall the Constitution be amended so as to
2-38 provide for term limits for members of the
2-39 ( ) NO General Assembly, the Speaker of the House of
2-40 Representatives, and the Lieutenant Governor?"

3- 1 All persons desiring to vote in favor of ratifying the
3- 2 proposed amendment shall vote "Yes." All persons desiring
3- 3 to vote against ratifying the proposed amendment shall vote
3- 4 "No."
3- 5 If such amendment shall be ratified as provided in said
3- 6 Paragraph of the Constitution, it shall become a part of the
3- 7 Constitution of this state.
