A RESOLUTION
1- 1 Commending Dr. Mary A. Hepburn; and for other purposes.
1- 2 WHEREAS, Dr. Mary A. Hepburn of the Carl Vinson Institute of
1- 3 Government has been named as the 1995 Walter Barnard Hill
1- 4 Distinguished Public Service Fellow at the University of
1- 5 Georgia; and
1- 6 WHEREAS, the Walter Barnard Hill Awards for Distinguished
1- 7 Achievement in Public Service, initiated in 1992, were named
1- 8 for Chancellor Walter B. Hill, who led the University of
1- 9 Georgia from 1899 to 1905 and who was largely responsible
1-10 for leading the University's expansion of its public service
1-11 mission, and are awarded to recognize distinguished
1-12 achievement in public service by faculty members and service
1-13 professionals; and
1-14 WHEREAS, throughout her 25 years at the Carl Vinson
1-15 Institute of Government, Dr. Hepburn has striven to expand
1-16 and strengthen the Citizen Education Division that she now
1-17 heads, and her efforts have produced internationally
1-18 recognized results, including a teacher exchange program
1-19 which allows teachers from the United States and Germany to
1-20 examine and compare their democratic federal systems, "The
1-21 News Media, Public Affairs Education, and the Strengthening
1-22 of Democracy" program which she created for educators and
1-23 journalists from Argentina and Brazil, and in April, 1994,
1-24 Dr. Hepburn was one of only three American educators invited
1-25 to testify before the UNESCO Education Committee for the
1-26 21st Century; and
1-27 WHEREAS, in her efforts to further citizen education about
1-28 government, Dr. Hepburn works closely with school teachers
1-29 and school districts to encourage them to learn about their
1-30 local communities from local government officials, her book,
1-31 Local Government in Georgia, is recognized as a vital
1-32 resource in this effort, and she has recently initiated a
1-33 column on teaching about local government in the quarterly
1-34 newsletter of the Carl Vinson Institute of Government; and
1-35 WHEREAS, Dr. Hepburn's expertise in citizen education is
1-36 widely known and she has served as consultant to numerous
1-37 organizations in the United States, including the American

2- 1 Bar Association's Youth Education Committee, the Service
2- 2 Learning Project of the Constitutional Rights Foundation,
2- 3 and C-SPAN Television; and
2- 4 WHEREAS, in addition to her outstanding professional career,
2- 5 Dr. Hepburn is married to Dr. Lawrence R. Hepburn, is the
2- 6 mother of Valerie Hepburn Chambless, and is the
2- 7 mother-in-law of the esteemed member of the House of
2- 8 Representatives from the 163rd District, Tommy Chambless.
2- 9 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
2-10 REPRESENTATIVES that the members of this body do recognize
2-11 and commend Dr. Mary A. Hepburn on being named the 1995
2-12 Walter Barnard Hill Distinguished Public Service Fellow.
2-13 BE IT FURTHER RESOLVED that the Clerk of the House of
2-14 Representatives is authorized and directed to transmit an
2-15 appropriate copy of this resolution to Dr. Mary A. Hepburn.
