A RESOLUTION
1- 1 Amending the Rules of the House of Representatives; and for
1- 2 other purposes.
1- 3 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the
1- 4 Rules of the House of Representatives are amended by
1- 5 striking Rule 52, relating to the motion to engross, and
1- 6 inserting in its place a new Rule 52 to read as follows:
1- 7 "Rule 52. A notice of a motion to engross a bill or
1- 8 resolution may be made upon reading the bill or resolution
1- 9 the first time, and at no other time. Following the
1-10 giving of such notice, a motion to engross a bill or
1-11 resolution may be made upon reading the bill or resolution
1-12 the second time, and at no other time. When a motion to
1-13 engross is made, no debate shall be permitted, except that
1-14 the movant may speak to his or her motion not longer than
1-15 five minutes and any one other member of the House may
1-16 speak in opposition thereto for five minutes. No bill or
1-17 resolution shall be engrossed except upon the affirmative
1-18 vote of two-thirds of the members voting, provided the
1-19 total vote constitutes a quorum, or except by unanimous
1-20 consent. In case of engrossment of any bill or
1-21 resolution, the entry thereof shall be made by the Clerk
1-22 and the bill or resolution shall not be amended or changed
1-23 in any manner thereafter."
