A RESOLUTION
1- 1 Amending the Rules of the House of Representatives; and for
1- 2 other purposes.
1- 3 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the
1- 4 rules of the House of Representatives are amended by
1- 5 striking Rule 58, relating to the motion to instruct a
1- 6 committee to report a bill or resolution back to the House,
1- 7 and inserting in its place a new Rule 58 to read as follows:
1- 8 "Rule 58. Whenever any bill or resolution has been
1- 9 referred to a committee and the committee has held the
1-10 bill or resolution in its custody or control for ten
1-11 legislative days without reporting on it, any member of
1-12 the House shall have the right, immediately after the
1-13 confirmation of the journal, to serve notice that at the
1-14 next regular meeting day of the House he or she will
1-15 submit a motion instructing such committee to report such
1-16 bill or resolution back to the House. On the next regular
1-17 meeting day of the House after such notice has been given,
1-18 any member of the House, immediately after the
1-19 confirmation of the journal, may move to instruct such
1-20 committee to report such bill or resolution back to the
1-21 House. If the motion is passed by two-thirds of those
1-22 voting, if those voting constitute a quorum, it shall be
1-23 the duty of such committee to report such bill or
1-24 resolution accordingly, with or without recommendation, at
1-25 the next regular meeting day.
1-26 In addition, it shall be the duty of such committee to
1-27 report such bill or resolution accordingly, with or
1-28 without recommendation, at the next regular meeting day of
1-29 the House following the submission to the Speaker of the
1-30 House of a written petition signed by not less than 91
1-31 members of the House requesting the reporting of such bill
1-32 or resolution by such committee.
1-33 Upon failure of the committee to report such bill or
1-34 resolution accordingly, it shall automatically be returned
1-35 to the House for consideration. Debate on such motion to
1-36 instruct the committee to report a bill or resolution back
1-37 to the House shall be limited to 20 minutes unless

2- 1 otherwise ordered by the House. When such bill or
2- 2 resolution is so reported or returned to the House, it may
2- 3 be referred or committed as other bills or resolutions.
2- 4 Any motion or resolution to set a special order or to
2- 5 change the order of business for any particular day which
2- 6 has been referred to the Committee on Rules may be held in
2- 7 the custody and control of such committee for only three
2- 8 days."
