HR 929 LC 19 3070S The House Committee on State Planning and Community Affairs offers the following substitute to HR 929: A RESOLUTION 1- 1 Proposing an amendment to the Constitution so as to provide 1- 2 that notwithstanding any other provision of said 1- 3 Constitution, municipal corporations may enter into 1- 4 intergovernmental contracts to share municipal tax revenue 1- 5 with a local school system or systems or another city or 1- 6 cities and may levy taxes for such purpose; to provide for 1- 7 the submission of this amendment for ratification or 1- 8 rejection; and for other purposes. 1- 9 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA: SECTION 1. 1-10 Article IX, Section V of the Constitution of the State of 1-11 Georgia is amended by adding at the end thereof a new 1-12 Paragraph to be known as Paragraph VIII and to read as 1-13 follows: 1-14 "Paragraph VIII. Ad valorem tax revenue sharing. 1-15 Notwithstanding any other provision of this Constitution, 1-16 municipal corporations may enter into intergovernmental 1-17 contracts to share municipal tax revenue with a local 1-18 school system or systems or another city or cities and may 1-19 levy taxes for such purposes." SECTION 2. 1-20 The above proposed amendment to the Constitution shall be 1-21 published and submitted as provided in Article X, Section I, 1-22 Paragraph II of the Constitution. 1-23 The ballot submitting the above proposed amendment shall 1-24 have written or printed thereon the following: 1-25 "( ) YES Shall the Constitution be amended so as to 1-26 authorize municipal corporations to enter into 1-27 ( ) NO intergovernmental contracts to share municipal 1-28 tax revenue with a local school system or 1-29 systems or another city or cities and to levy 1-30 taxes for such purpose?" 1-31 All persons desiring to vote in favor of ratifying the 1-32 proposed amendment shall vote "Yes." All persons desiring -1- (Index) LC 19 3070S 2- 1 to vote against ratifying the proposed amendment shall vote 2- 2 "No." 2- 3 If such amendment shall be ratified as provided in said 2- 4 Paragraph of the Constitution, it shall become a part of the 2- 5 Constitution of this state. -2- (Index)
