A RESOLUTION
1- 1 Proposing an amendment to the Constitution so as to change
1- 2 the terms of office of members of the General Assembly from
1- 3 two years to four years and provide for a four-term
1- 4 limitation; to provide for an exception; to change certain
1- 5 provisions relating to the organization of the General
1- 6 Assembly; to provide for matters relative thereto; to
1- 7 provide for the submission of this amendment for
1- 8 ratification or rejection; and for other purposes.
1- 9 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1-10 Article III, Section II of the Constitution is amended by
1-11 striking Paragraph V, relating to the election and terms of
1-12 office of members of the General Assembly, in its entirety
1-13 and inserting in lieu thereof a new Paragraph V to read as
1-14 follows:
1-15 "Paragraph V. Election and term of members. (a) The
1-16 members of the General Assembly shall be elected by the
1-17 qualified electors of their respective districts for a
1-18 term of two four years and shall serve until the time
1-19 fixed for the convening of the next General Assembly. No
1-20 person may serve more than four consecutive terms in one
1-21 house of the General Assembly; provided, however, that any
1-22 term during any part of which a member serves as Speaker
1-23 of the House of Representatives shall not be counted
1-24 toward such member's allowed four consecutive terms.
1-25 (b) The members of the General Assembly in office on
1-26 June 30, 1983, shall serve out the remainder of the terms
1-27 to which elected.
1-28 (c)(b) The first election for members of the General
1-29 Assembly under this Constitution to serve four-year terms
1-30 and be subject to the four consecutive term limitation
1-31 shall take place on Tuesday after the first Monday be
1-32 those elected in November, 1984 1996, and subsequent
1-33 elections biennially shall be held on that day Tuesday
1-34 after the first Monday in November quadrennially
1-35 thereafter until the day of election is changed by law."

SECTION 2.
2- 1 Article III, Section IV, Paragraph I of the Constitution,
2- 2 relating to meeting, time limit, and adjournment of the
2- 3 General Assembly, is amended by striking subparagraph (a) of
2- 4 Paragraph I in its entirety and inserting in lieu thereof a
2- 5 new subparagraph (a) to read as follows:
2- 6 "(a) The Senate and House of Representatives shall
2- 7 organize each odd-numbered year every four years beginning
2- 8 in 1997 and shall be a different General Assembly for each
2- 9 two-year four-year period. The General Assembly shall
2-10 meet in regular session on the second Monday in January of
2-11 each year, or otherwise as provided by law, and may
2-12 continue in session for a period of no longer than 40 days
2-13 in the aggregate each year. By concurrent resolution, the
2-14 General Assembly may adjourn any regular session to such
2-15 later date as it may fix for reconvening. Separate
2-16 periods of adjournment may be fixed by one or more such
2-17 concurrent resolutions. Bills pending at the final
2-18 adjournment of the regular session in each odd-numbered
2-19 year shall be carried forward to the regular session in
2-20 the following even-numbered year. Bills pending at the
2-21 final adjournment of the regular session in the
2-22 even-numbered years shall not be carried forward."
SECTION 3.
2-23 The above proposed amendment to the Constitution shall be
2-24 published and submitted as provided in Article X, Section I,
2-25 Paragraph II of the Constitution.
2-26 The ballot submitting the above proposed amendment shall
2-27 have written or printed thereon the following:
2-28 "( ) YES Shall the Constitution be amended so as to
2-29 provide for a four-term limitation upon
2-30 ( ) NO members of the General Assembly and change the
2-31 terms of office of members of the General
2-32 Assembly from two years to four years?"
2-33 All persons desiring to vote in favor of ratifying the
2-34 proposed amendment shall vote "Yes." All persons desiring
2-35 to vote against ratifying the proposed amendment shall vote
2-36 "No."
2-37 If such amendment shall be ratified as provided in said
2-38 Paragraph of the Constitution, it shall become a part of the
2-39 Constitution of this state.
