A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Chapter 5 of Title 40 of the Official Code of
1- 2 Georgia Annotated, relating to drivers' licenses, so as to
1- 3 provide that any license issued to a person under the age of
1- 4 21 years shall remain valid until such person reaches the
1- 5 age of 21 years; to provide for renewal of existing licenses
1- 6 of persons under 21 years at no cost for that period of time
1- 7 until such person reaches the age of 21 years; to repeal
1- 8 conflicting laws; and for other purposes.
1- 9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1-10 Chapter 5 of Title 40 of the Official Code of Georgia
1-11 Annotated, relating to drivers' licenses, is amended by
1-12 striking Code Section 40-5-32, relating to expiration and
1-13 renewal of licenses, in its entirety and inserting in lieu
1-14 thereof the following:

1-16 (a) Every driver's license shall expire on the licensee's
1-17 birthday in the fourth year following the issuance of such
1-18 license, except that any license issued to a person under
1-19 the age of 21 years shall be valid until such person
1-20 reaches the age of 21 years, notwithstanding that such
1-21 period may exceed four years. Any license issued prior to
1-22 July 1, 1994, to a person under the age of 21 years may,
1-23 at its expiration, be renewed only for that period of time
1-24 remaining until such person reaches the age of 21 years at
1-25 no cost. Every such license shall be renewed on or before
1-26 its expiration upon application, payment of the required
1-27 fee, and satisfactory completion of the examination
1-28 required or authorized by subsection (b) of this Code
1-29 section. Every holder of a veteran's or honorary license
1-30 shall meet the requirements of subsection (b) of this Code
1-31 section on or before his or her birthday every four years,
1-32 beginning from the date on which the holder was last
1-33 required to take an examination under former Ga. L. 1972,

2- 1 p. 1076, as amended by Ga. L. 1973, pp. 916, 917. The
2- 2 department may allow a veteran or honorary license holder
2- 3 to retain his or her expired veteran's or honorary license
2- 4 as a souvenir. The board shall issue such rules and
2- 5 regulations as are required to enforce this subsection.
2- 6 (b) The department shall require every person applying for
2- 7 renewal of a driver's license to take and pass
2- 8 successfully such test of his or her eyesight as the
2- 9 department shall prescribe. At the time of the renewal,
2-10 the department shall issue a pamphlet containing
2-11 information pertaining to new traffic laws and to traffic
2-12 laws most frequently violated. The board may issue such
2-13 rules and regulations as are necessary to implement this
2-14 subsection."
SECTION 2.
2-15 All laws and parts of laws in conflict with this Act are
2-16 repealed.
