A BILL TO BE ENTITLED
AN ACT
1- 1 To amend an Act entitled "An Act to create a board of
1- 2 commissioners for Rockdale County," approved March 4, 1977
1- 3 (Ga. L. 1977, p. 2817), as amended, so as to provide for the
1- 4 advertising of bids for certain county expenditures; to
1- 5 provide for emergency purchases; to repeal conflicting laws;
1- 6 and for other purposes.
1- 7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1- 8 An Act entitled "An Act to create a board of commissioners
1- 9 for Rockdale County," approved March 4, 1977 (Ga. L. 1977,
1-10 p. 2817), is amended by striking in its entirety paragraph
1-11 (19) of Section 10 and inserting in lieu thereof the
1-12 following:
1-13 "(19) To make purchases in amounts of $5,000.00 or more;
1-14 provided, however, that for any purchases in such
1-15 amounts, advertisements for bids shall first be
1-16 published once a week for four consecutive weeks in the
1-17 official organ of Rockdale County. Formal sealed bids,
1-18 after said advertising has been published, must be
1-19 obtained on all purchases of $5,000.00 or more. The
1-20 purchase shall be made from the lowest responsible
1-21 bidder, taking into consideration the quality of the
1-22 articles to be supplied and conformity with the
1-23 specifications, the purposes for which said articles are
1-24 required, the discount allowed for prompt payment, the
1-25 transportation charges, and the date or dates of
1-26 delivery. Advertisement and the obtaining of formal
1-27 bids may be dispensed with when, in the discretion of
1-28 the board of commissioners, an emergency exists which
1-29 will not permit a delay; provided, however, that any
1-30 contract let pursuant to such an exemption because of an
1-31 emergency shall be entered, as soon as practicable, on
1-32 the minutes of the board of commissioners, and the
1-33 nature of the emergency shall be described therein."
