SENATE BILL 70

A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Article 1 of Chapter 11 of Title 31 of the Official
1- 2 Code of Georgia Annotated, relating to general provisions
1- 3 regarding emergency medical services, so as to provide for a
1- 4 state plan for trauma victims; to repeal conflicting laws;
1- 5 and for other purposes.
1- 6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1- 7 Article 1 of Chapter 11 of Title 31 of the Official Code of
1- 8 Georgia Annotated, relating to general provisions regarding
1- 9 emergency medical services, is amended by adding after Code
1-10 Section 31-11-4 a new Code section to read as follows:
1-11 "31-11-4.1. (Index)
1-12 The Emergency Health Section of the Division of Public
1-13 Health of the Department of Human Resources acting in
1-14 consultation with and having solicited advice from local
1-15 coordinating entities established under Code Section
1-16 31-11-3, shall develop and submit to the General Assembly
1-17 no later than January 1, 1996, a plan for the triage,
1-18 transport, and treatment of major trauma victims that at
1-19 minimum addresses the following:
1-20 (1) The magnitude of the trauma problem in Georgia and
1-21 the need for a state-wide system of trauma care;
1-22 (2) The structure and organization of a trauma care
1-23 system for Georgia;
1-24 (3) Prehospital care management guidelines for triage
1-25 and transportation of major trauma victims;
1-26 (4) Trauma care system design and resources, including
1-27 air transportation services and provision for
1-28 interfacility transfer;
1-29 (5) Guidelines for resources, equipment, and personnel
1-30 within facilities treating major trauma victims;

2- 2 operation, patient outcome, and quality improvement;
2- 3 (7) Public information and education about the trauma
2- 4 care system;
2- 5 (8) Medical control and accountability;
2- 6 (9) Confidentiality of patient care information;
2- 7 (10) Cost of major trauma in Georgia; and
2- 8 (11) Research alternatives and recommendations for
2- 9 financial assistance of the trauma care system in
2-10 Georgia, including, but not limited to, trauma care
2-11 system management and uncompensated trauma care."
