SR 12 95 SR12/AP SENATE RESOLUTION 12 By: Senator Hooks of the 14th A RESOLUTION 1- 1 Designating the J. L. Turner Bridge and the William E. 1- 2 "Bill" Ireland Youth Development Campus; and for other 1- 3 purposes. PART 1 1- 4 WHEREAS, Mr. J. L. Turner was very active throughout his 1- 5 life in community affairs; and 1- 6 WHEREAS, as Mayor of Ideal, Georgia, for many years, he 1- 7 provided the vision and leadership for successful efforts to 1- 8 pave roads and install sewer lines and municipally owned 1- 9 cable television; and 1-10 WHEREAS, he retired after years of commendable service to 1-11 the people of this state in a responsible position in the 1-12 Georgia Department of Transportation; and 1-13 WHEREAS, he was held in affectionate regard by the citizens 1-14 of Ideal and Macon County, Georgia, who have missed his 1-15 energy and cheerful spirit since his passing from this life; 1-16 and 1-17 WHEREAS, several citizens in Ideal and the surrounding area, 1-18 representatives from Georgia Power and Alltel, the Macon 1-19 County Shrine Club, and others have expressed the desire to 1-20 honor the memory of Mr. J. L. Turner; and 1-21 WHEREAS, the City Council of Ideal, Georgia, voted 1-22 unanimously to request that the new bridge on Georgia Route 1-23 90 be named after him. 1-24 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 1-25 GEORGIA that the members of this body commend Mr. J. L. 1-26 Turner for his many contributions to his community and the 1-27 state and designate the bridge on Georgia Route 90 in Macon 1-28 County the J. L. Turner Bridge. 1-29 BE IT FURTHER RESOLVED that the Georgia Department of 1-30 Transportation is authorized and directed to erect and 1-31 maintain appropriate signs designating the bridge. 1-32 BE IT FURTHER RESOLVED that the Secretary of the Senate is 1-33 authorized and directed to transmit an appropriate copy of S. R. 12 -1- (Index) SR12/AP 2- 1 this resolution to the Mayor and City Council of Ideal, 2- 2 Georgia. PART 2 2- 3 WHEREAS, William E. Ireland was an inmate at the Georgia 2- 4 Reformatory for Boys in Milledgeville, Georgia; and 2- 5 WHEREAS, during his confinement, the director of the 2- 6 institution recognized Mr. Ireland's great leadership 2- 7 abilities and employed him at the institution in 1921; and 2- 8 WHEREAS, in 1926, upon Director Carswell's retirement, Mr. 2- 9 Ireland was appointed the new director of the institution; 2-10 and 2-11 WHEREAS, Mr. Ireland was instrumental in having the 2-12 supervision of the institution transferred from the prison 2-13 system to the Department of Welfare and in having the name 2-14 of the facility changed to the Georgia Training School for 2-15 Boys; and 2-16 WHEREAS, Mr. Ireland was respected and loved by the 2-17 employees and the residents of the training school and was 2-18 known to all as "Mr. Bill"; and 2-19 WHEREAS, he served as director of the training school during 2-20 12 gubernatorial administrations before being appointed as 2-21 State Welfare Director in 1947 by acting Governor, M. E. 2-22 Thompson; and 2-23 WHEREAS, in January of 1949, he was reappointed as director 2-24 of the Georgia Training School for Boys and remained as 2-25 director until his retirement in 1964; and 2-26 WHEREAS, Mr. Ireland died in 1985 at the age of 84, but he 2-27 will always be remembered for his 43 years of dedicated 2-28 service to the people of this state; and 2-29 WHEREAS, the former Georgia Training School for Boys is now 2-30 the Youth Development Campus in Milledgeville, Georgia, 2-31 under the jurisdiction of the Department of Children and 2-32 Youth Services. 2-33 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY that 2-34 the Youth Development Campus in Milledgeville, Georgia, be 2-35 named the William E. "Bill" Ireland Youth Development 2-36 Campus. 2-37 BE IT FURTHER RESOLVED that the Department of Children and 2-38 Youth Services is authorized and directed to place and S. R. 12 -2- (Index) SR12/AP 3- 1 maintain appropriate markers designating the William E. 3- 2 "Bill" Ireland Youth Development Campus. 3- 3 BE IF FURTHER RESOLVED that the Secretary of the Senate is 3- 4 authorized and directed to transmit appropriate copies of 3- 5 this resolution to the Commissioner of Children and Youth 3- 6 Services and to the family of Mr. William E.
