A RESOLUTION
1- 1 Urging the United States Senate to adopt the balanced budget
1- 2 amendment; and for other purposes.
1- 3 WHEREAS, the State of Georgia and other states have a
1- 4 constitutional provision that prohibits its legislative body
1- 5 from creating a budget deficit in its appropriations
1- 6 process; and
1- 7 WHEREAS, the State of Georgia has various constitutional and
1- 8 statutory constraints relative to debt financing which
1- 9 require the state to maintain a very tight credit strategy;
1-10 and
1-11 WHEREAS, the economic welfare of the United States and its
1-12 citizens depends on a stable dollar and a sound economy; and
1-13 WHEREAS, the federal budget deficit has had a deleterious
1-14 impact on the nation's financial health and has impeded
1-15 severely investment productivity and growth; and
1-16 WHEREAS, the members of the United States House of
1-17 Representatives cast a vote of overwhelming support for a
1-18 balanced budget amendment to the federal Constitution; and
1-19 WHEREAS, the Georgia General Assembly has supported an
1-20 amendment requiring a balanced federal budget for many
1-21 years, having specifically applied to the United States
1-22 Congress to call a convention for the purpose of proposing
1-23 such an amendment in 1976.
1-24 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the
1-25 members of this body urge the United States Senate to adopt
1-26 the balanced budget amendment and applaud the United States
1-27 House of Representatives for overwhelmingly supporting the
1-28 proposed amendment.
1-29 BE IT FURTHER RESOLVED that the Secretary of the Senate is
1-30 authorized and directed to transmit an appropriate copy of
1-31 this resolution to the Secretary of the Senate of the United
1-32 States Congress, the Clerk of the House of Representatives
1-33 of the United States Congress, and to each member of the
1-34 Georgia congressional delegation.
