SENATE RESOLUTION 40

A RESOLUTION
1- 1 To amend a resolution creating the Metropolitan Atlanta
1- 2 Rapid Transit Overview Committee, approved March 16, 1973
1- 3 (Ga. L. 1973, p. 70), as amended, particularly by a
1- 4 resolution approved March 21, 1974 (Ga. L. 1974, p. 524), a
1- 5 resolution approved February 24, 1975 (Ga. L. 1975, p. 31),
1- 6 and a resolution approved April 2, 1987 (Ga. L. 1987, p.
1- 7 670), so as to conform certain committee designations
1- 8 therein to existing designations; to provide for related
1- 9 matters; to provide an effective date; to repeal conflicting
1-10 laws; and for other purposes.
1-11 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
1-12 A resolution creating the Metropolitan Atlanta Rapid Transit
1-13 Overview Committee, approved March 16, 1973 (Ga. L. 1973, p.
1-14 70), as amended, particularly by a resolution approved March
1-15 21, 1974 (Ga. L. 1974, p. 524), a resolution approved
1-16 February 24, 1975 (Ga. L. 1975, p. 31), and a resolution
1-17 approved April 2, 1987 (Ga. L. 1987, p. 670), is amended by
1-18 striking Section 1 thereof, relating to committee
1-19 membership, and inserting in its place a new section to read
1-20 as follows:
"SECTION 1.
1-21 There is hereby created the Metropolitan Atlanta Rapid
1-22 Transit Overview Committee to be composed of the
1-23 following: the Chairman of the State Planning and
1-24 Community Affairs Committee of the House; the Chairman of
1-25 the Urban and County Affairs Committee of the Senate
1-26 Chairman of the State and Local Governmental Operations
1-27 Committee of the Senate; the Chairman of the Ways and
1-28 Means Committee of the House; a member of the Senate
1-29 Banking and Finance Financial Institutions Committee to be
1-30 selected by the President of the Senate; two members of
1-31 the House appointed by the Speaker, at least one of whom
1-32 shall be from the area served by the Authority; two
1-33 members of the Senate, to be appointed by the President
1-34 thereof, at least one of whom shall be from the area

2- 1 served by the Authority; and three members of the House of
2- 2 Representatives and three members of the Senate appointed
2- 3 by the Governor, at least two of whom shall be from the
2- 4 area served by the Authority. The appointed members of the
2- 5 Committee shall serve two-year terms concurrent with their
2- 6 terms as members of the General Assembly. The chairman of
2- 7 the Committee shall be appointed by the Speaker of the
2- 8 House from the membership of the Committee, and the vice
2- 9 chairman of the Committee shall be appointed by the
2-10 President of the Senate from the membership of the
2-11 Committee. The chairman and the vice chairman shall serve
2-12 terms of two years concurrent with their terms as members
2-13 of the General Assembly. Vacancies in an appointed
2-14 member's position or in the offices of chairman or vice
2-15 chairman of the Committee shall be filled for the
2-16 unexpired term in the same manner as the original
2-17 appointment. The Committee shall periodically inquire into
2-18 and review the operations, contracts, safety, financing,
2-19 organization and structure of the Metropolitan Atlanta
2-20 Rapid Transit Authority, as well as periodically review
2-21 and evaluate the success with which said Authority is
2-22 accomplishing its legislatively created purposes."
SECTION 2.
2-23 This resolution shall become effective upon its approval by
2-24 the Governor or upon its becoming law without such approval.
SECTION 3.
2-25 All laws and parts of laws in conflict with this resolution
2-26 are repealed.
