SR 554 LC 27 0026 A RESOLUTION 1- 1 Creating the Senate Study Committee on Educators Technology 1- 2 Training; and for other purposes. 1- 3 WHEREAS, new and emerging technology offers the potential 1- 4 for vitally important improvements in education in Georgia; 1- 5 and 1- 6 WHEREAS, an essential element in the fulfillment of such 1- 7 potential is the development and implementation of a 1- 8 comprehensive plan for the training of educators in the use 1- 9 of technology; and 1-10 WHEREAS, no thorough legislative study of this area has been 1-11 undertaken in recent years. 1-12 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that there is 1-13 created the Senate Study Committee on Educators Technology 1-14 Training to be composed of seven members of the Senate to be 1-15 appointed by the President of the Senate. Four of these 1-16 members shall be the chairperson of the Senate Committee on 1-17 Higher Education; the chairperson of the Senate Committee on 1-18 Economic Development, Tourism, and Cultural Affairs; the 1-19 chairperson of the Senate Committee on Education; and the 1-20 chairperson of the Senate Committee on Science, Technology 1-21 and Industry. The President of the Senate may also appoint 1-22 as nonvoting advisory members one or more representatives of 1-23 the Board of Regents of the University System of Georgia; 1-24 one or more representatives of the State Board of Education; 1-25 and one or more representatives of the State Board of 1-26 Technical and Adult Education. The President of the Senate 1-27 shall designate a member of the committee as chairperson of 1-28 the committee. The chairperson shall call all meetings of 1-29 the committee. 1-30 BE IT FURTHER RESOLVED that the Senate Study Committee on 1-31 Educators Technology Training shall undertake a 1-32 comprehensive study of the needs of the state with respect 1-33 to the training of educators in the use of technology and 1-34 recommend any actions or legislation which the committee 1-35 deems necessary or appropriate. Without limiting the 1-36 generality of the foregoing, such study should specifically 1-37 address the methods, facilities, and personnel necessary to -1- (Index) LC 27 0026 2- 1 meet such needs and the provision of such methods, 2- 2 facilities, and personnel from existing state resources or 2- 3 new sources or both. Such study should also specifically 2- 4 address the funding necessary to meet such needs and include 2- 5 a plan for the provision of such funding, either through 2- 6 reallocation of existing funding or new funding or both. The 2- 7 committee shall be authorized by majority vote of its 2- 8 membership to expend funds available to the committee to 2- 9 engage the services of experts, consultants, and staff as 2-10 determined by the committee to be needed for the purposes of 2-11 its study. The committee may also request the provision of 2-12 services for purposes of its study by any officer, agency, 2-13 or department of state government, and all officers, 2-14 agencies, and departments of state government shall 2-15 cooperate with the committee and provide services so 2-16 requested to the maximum extent possible. 2-17 BE IT FURTHER RESOLVED that the committee may conduct such 2-18 meetings at such places and at such times as it may deem 2-19 necessary or convenient to enable it to exercise fully and 2-20 effectively its powers, perform its duties, and accomplish 2-21 the objectives and purposes of this resolution. The 2-22 legislative members of the committee shall receive the 2-23 allowances authorized for legislative members of interim 2-24 legislative committees but shall receive the same for not 2-25 more than five days unless additional days are authorized, 2-26 except that any advisory member who is an employee of the 2-27 executive branch of state government shall receive only his 2-28 or her normal expense reimbursement from agency funds. The 2-29 funds necessary to carry out the provisions of this 2-30 resolution shall come from the funds appropriated to the 2-31 Senate. The committee shall make a report of its findings 2-32 and recommendations, with suggestions for proposed 2-33 legislation, if any, on or before December 31, 1996. The 2-34 committee shall stand abolished on December 31, 1996. -2- (Index)
