SR 556 96 SR556/CA/3 SENATE RESOLUTION 556 By: Senators Thompson of the 33rd, Marable of the 52nd and Brown of the 26th A RESOLUTION 1- 1 Creating the Joint Study Committee on Hospital 1- 2 Restructuring; and for other purposes. 1- 3 WHEREAS, adequate health care is vitally important to the 1- 4 citizens of this state; and 1- 5 WHEREAS, health care costs take an ever increasing 1- 6 percentage of the gross domestic product; and 1- 7 WHEREAS, hospitals play a significant role in determining 1- 8 both the adequacy and cost of health care in this state; and 1- 9 WHEREAS, the shift to a more market driven health care 1-10 delivery system has created a variety of new hospital 1-11 combinations with hospital authorities, nonprofit hospitals, 1-12 and for profit hospitals combining in networks and other 1-13 arrangements; and 1-14 WHEREAS, a study of these arrangements is necessary to 1-15 determine whether they serve the interest of the public and 1-16 whether additional regulatory controls may be needed. 1-17 NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 1-18 GEORGIA that there is created the Joint Study Committee on 1-19 Hospital Restructuring to be composed of ten members. Five 1-20 members shall be members of the Senate appointed by the 1-21 President of the Senate, who shall also appoint one of those 1-22 members as cochair. Five members shall be members of the 1-23 House of Representatives appointed by the Speaker of the 1-24 House, who shall also appoint one of those members as 1-25 cochair. 1-26 BE IT FURTHER RESOLVED that the committee shall undertake a 1-27 study of the conditions, needs, issues, and problems 1-28 mentioned above or related thereto and recommend any actions 1-29 or legislation which the committee deems necessary or 1-30 appropriate. The committee may conduct such meetings at 1-31 such places and at such times as it may deem necessary or 1-32 convenient to enable it to exercise fully and effectively 1-33 its powers, perform its duties, and accomplish the 1-34 objectives and purposes of this resolution. The members of 1-35 the committee shall receive the allowances authorized for 1-36 legislative members of interim legislative committees but S. The funds necessary to 2- 3 carry out the provisions of this resolution shall come from 2- 4 the funds appropriated to the House of Representatives and 2- 5 Senate. In the event the committee makes a report of its 2- 6 findings and recommendations, with suggestions for proposed 2- 7 legislation, if any, such report shall be made on or before 2- 8 December 15, 1996.
