SR 571 LC 10 1583 A RESOLUTION 1- 1 Commending and honoring Mr. and Mrs. Martin L. Bass; and for 1- 2 other purposes. 1- 3 WHEREAS, Mr. Martin L. Bass was born in Madison, Georgia, 1- 4 graduated from Washington High School in Atlanta in 1935, 1- 5 was ordained a deacon at Calvary Baptist Church in Madison 1- 6 in 1939, served in the United States Army during World War 1- 7 II, and attended Hampton Institute following the war; and 1- 8 WHEREAS, he was employed by the Veterans Administration from 1- 9 1954 to 1957 and was the first African-American to hold the 1-10 position of appraiser reviewer in the United States; and 1-11 WHEREAS, from 1958 to 1979, he served as the first honorary 1-12 consul for the Republic of Liberia, West Africa, for the 1-13 State of Michigan and was decorated as Knight Commander of 1-14 African Redemption on November 8, 1979, by President William 1-15 R. Tolbert; and 1-16 WHEREAS, in May, 1967, he was employed by the Federal 1-17 Housing Administration and served until his retirement in 1-18 June, 1981, as labor relations officer; and 1-19 WHEREAS, in 1947, Mr. Martin L. Bass and Mrs. Mildred Armour 1-20 Bass became husband and wife; and 1-21 WHEREAS, Mrs. Bass received a B.A. in 1945 from Fisk 1-22 University and an M.A. in 1957 from Wayne State University; 1-23 and 1-24 WHEREAS, she earned the respect and admiration of countless 1-25 individuals as an elementary teacher specializing in 1-26 development of reading programs for average and below 1-27 average students and as a critic teacher for ten years at 1-28 the College of Education of Wayne State University; and 1-29 WHEREAS, in 1989, Mr. and Mrs. Bass retired to Madison, 1-30 Georgia, where they immediately put their boundless energy 1-31 to work in numerous community, service, civic, and religious 1-32 activities; and 1-33 WHEREAS, Mr. Bass organized the Morgan County Brotherhood 1-34 Association in 1990 and has served as a member of the Morgan 1-35 County Senior Citizens Board, the board of the Morgan County -1- (Index) LC 10 1583 2- 1 Historical Society, and the Madison Downtown Business 2- 2 Association; and 2- 3 WHEREAS, throughout their lives, Mr. and Mrs. Martin L. Bass 2- 4 have earned the respect of their fellow citizens for their 2- 5 unwavering devotion to others and their commitment to 2- 6 improving the quality of life in their community; and 2- 7 WHEREAS, Mr. and Mrs. Bass were instrumental in the 2- 8 development of the Morgan County African-American Museum; 2- 9 and 2-10 WHEREAS, the Morgan County African-American Museum has 2-11 contributed to the historical and cultural understanding of 2-12 the role of African-American citizens of Morgan County; and 2-13 WHEREAS, the African-American Museum has become a part of 2-14 the Morgan County historical tour; and 2-15 WHEREAS, the African-American Museum has increased the 2-16 racial understanding and the harmony in Morgan County; and 2-17 WHEREAS, the African-American Museum serves as a model for 2-18 other states and communities. 2-19 NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that this body 2-20 commends Mr. and Mrs. Martin L. Bass for their contributions 2-21 to the citizens of Morgan County, the State of Georgia, and 2-22 the United States and takes great pride in honoring them as 2-23 Distinguished Senior Georgians during Senior Week at the 2-24 State Capitol. 2-25 BE IT FURTHER RESOLVED that the Secretary of the Senate is 2-26 directed to transmit an appropriate copy of this resolution 2-27 to Mr. and Mrs. Martin L.
