A BILL to be known as the "Regulation Accountability Act of 1996"; to provide a short title; to amend Chapter 13 of Title 50 of the Official Code of Georgia Annotated, known as the "Georgia Administrative Procedure Act," so as to change the definition of the term "rule" as used in such chapter; to provide for the inclusion of certain manuals and statements within the meaning of such term; and for other purposes.
