A RESOLUTION proposing an amendment to the Constitution so as to provide that the governing authority of any county or municipality may exempt from ad valorem taxation for a period not to exceed three years any property which is being developed or renovated to provide housing for low-income persons if such property is owned and being developed or renovated by a nonprofit agency whose primary purpose is to provide housing for low-income persons; and for other purposes.
