A bill to amend Article 4 of Chapter 3 of Title 40 of the Official Code of Georgia Annotated, related to offenses involving motor vehicle certificates of title, so as to provide that it shall be unlawful for any person to take, use, or operate any motor vehicle without the consent of the owner of such vehicle; to provide a penalty.
