A resolution proposing an amendment to the Constitution so as to provide for the management and control over schools which do not achieve a minimum passing level of 50 percent of the eligible students having taken the examination required for graduation to be acquired by the state, an institution of higher education, or a private educational enterprise, at the discretion of the Governor; to provide for the submission of this amendment for ratification or rejection.
