                             A RESOLUTION 
 
  1- 1  Creating the Waycross-Ware County Charter and Unification 
  1- 2  Study Committee; and for other purposes. 
 
  1- 3  WHEREAS, radical changes are occurring in every aspect of 
  1- 4  the City of Waycross and Ware County, including shifts in 
  1- 5  population and increased demand for governmental services; 
  1- 6  and 
 
  1- 7  WHEREAS, the diminishing availability of limited resources 
  1- 8  portends a greater necessity for local governments to work 
  1- 9  together to share in the use of those resources; and 
 
  1-10  WHEREAS, in the future, in order to meet the growing needs 
  1-11  of the community, more projects will need to be accomplished 
  1-12  jointly by the city and county governments than ever before; 
  1-13  and 
 
  1-14  WHEREAS, a careful and considered review of all matters 
  1-15  related to the governments of the City of Waycross and Ware 
  1-16  County and a comprehensive study of the feasibility of 
  1-17  combining the two governments into a single, unified, 
  1-18  county-wide government is greatly needed. 
 
  1-19  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  1-20  GEORGIA that there is created the Waycross-Ware County 
  1-21  Charter and Unification Study Committee to be composed of 15 
  1-22  members as follows:  a chairperson to be selected by the 
  1-23  mayor of the City of Waycross, the chairperson of the Ware 
  1-24  County Commission, and the chairperson of the Waycross/Ware 
  1-25  County Chamber of Commerce; five members to be appointed by 
  1-26  the City of Waycross, two of whom shall be selected from 
  1-27  among the elected officials of the City of Waycross; five 
  1-28  members to be appointed by Ware County, two of whom shall be 
  1-29  selected from among the elected officials of Ware County; 
  1-30  and four members to be appointed by the Waycross/Ware County 
  1-31  Chamber of Commerce. Vacancies in the committee shall be 
  1-32  filled in the same manner as original members were selected, 
  1-33  by the original selecting authority. 
 
  1-34  BE IT FURTHER RESOLVED that the committee shall be 
  1-35  authorized to adopt its own rules of procedure, including 
  1-36  establishment of a quorum for the election of other officers

  2- 1  and the transaction of business and adoption of bylaws, 
  2- 2  rules, and regulations and shall meet at such times and 
  2- 3  places as the committee chairperson determines. 
 
  2- 4  BE IT FURTHER RESOLVED that the committee shall be 
  2- 5  authorized to study any matters relative to the governments 
  2- 6  of the City of Waycross and Ware County in order to 
  2- 7  determine the best method to govern the citizens of Waycross 
  2- 8  and Ware County and to deliver services to residents of said 
  2- 9  city and county effectively and efficiently. 
 
  2-10  BE IT FURTHER RESOLVED that the committee is authorized and 
  2-11  directed to undertake a study of all matters relative to the 
  2-12  establishment of a single, county-wide government with power 
  2-13  and jurisdiction throughout the territorial limits of Ware 
  2-14  County. 
 
  2-15  BE IT FURTHER RESOLVED that all branches, agencies, and 
  2-16  offices of the governments of the City of Waycross and Ware 
  2-17  County shall cooperate fully and assist the committee in its 
  2-18  efforts. 
 
  2-19  BE IT FURTHER RESOLVED that all members of the committee 
  2-20  shall serve without compensation from public funds but may 
  2-21  be reimbursed for expenses incurred by such members in 
  2-22  carrying out their duties under this resolution from funds 
  2-23  of their respective governments or agencies. 
 
  2-24  BE IT FURTHER RESOLVED that the committee shall submit a 
  2-25  report of its findings, recommendations, and proposals to 
  2-26  those members of the General Assembly whose senatorial or 
  2-27  representative districts lie wholly or partially within the 
  2-28  City of Waycross or Ware County, to the mayor and the 
  2-29  chairperson of the county commission, and to any other 
  2-30  interested officials not later than December 1, 1999, on
