               The Senate Health and Human Services Committee 
      offers the following substitute to SR 49: 
 
 
 
                             A RESOLUTION 
 
  1- 1  Urging the Department of Human Resources to conduct a 
  1- 2  two-year demonstration project to allow recipients of TANF 
  1- 3  who are 18 years of age or older to establish and maintain 
  1- 4  self-sufficiency and development accounts at banks, savings 
  1- 5  and loan associations, and other financial institutions 
  1- 6  authorized to operate in this state; and for other purposes. 
 
  1- 7  WHEREAS, the purpose of such accounts would be to enable 
  1- 8  TANF recipients to accumulate moneys to be used for 
  1- 9  activities that will enable them to become self-sufficient 
  1-10  such as obtaining employment, starting a business, or 
  1-11  education; and 
 
  1-12  WHEREAS, as part of the project, the Department of Human 
  1-13  Resources will assist TANF recipients in preparing 
  1-14  structured savings plans, including the development of 
  1-15  self-sufficiency goals; and 
 
  1-16  WHEREAS, if a recipient's plan is approved by the 
  1-17  department, moneys in the recipient's self-sufficiency and 
  1-18  development account not exceeding $5,000.00 would not be 
  1-19  considered in determining the recipient's need for aid under 
  1-20  Article 5 of Chapter 4 of Title 49 of the O.C.G.A.; and 
 
  1-21  WHEREAS, the department is urged to implement the 
  1-22  demonstration project as suggested in this resolution in two 
  1-23  locations to be designated by the department in an 
  1-24  administrative district in the City of Atlanta and in a 
  1-25  rural county of this state; and 
 
  1-26  WHEREAS, the department is further urged to adopt 
  1-27  appropriate rules and regulations for the implementation of 
  1-28  such demonstration project. 
 
  1-29  NOW, THEREFORE, BE IT RESOLVED BY THE SENATE that the 
  1-30  members of this body urge the Department of Human Resources 
  1-31  to conduct a two-year demonstration project to allow 
  1-32  recipients of TANF to establish and maintain 
  1-33  self-sufficiency and develop financial accounts without 
  1-34  being penalized therefor.

  2- 1  BE IT FURTHER RESOLVED that the Secretary of the Senate is 
  2- 2  authorized and directed to transmit an appropriate copy of
