                             A RESOLUTION 
 
  1- 1  Honoring Hugh Alton Carter and designating the Hugh Alton 
  1- 2  Carter Bridge; and for other purposes. 
 
  1- 3  WHEREAS, Honorable Hugh Alton Carter of Plains, Georgia, 
  1- 4  served with the utmost dedication and ability as a member of 
  1- 5  the Georgia State Senate for fourteen years beginning in 
  1- 6  1967; and 
 
  1- 7  WHEREAS, he served his country with honor and distinction 
  1- 8  during World War II and continued his military service as a 
  1- 9  highly respected officer in the United States Army Reserves 
  1-10  from 1946 until he retired as a Lieutenant Colonel in 1964; 
  1-11  and 
 
  1-12  WHEREAS, during his legislative service in the Senate, he 
  1-13  represented the citizens of Georgia Senate District 14 and 
  1-14  was held in high regard by the citizens and community 
  1-15  leaders; and 
 
  1-16  WHEREAS, he provided leadership and knowledge on a wide 
  1-17  variety of public concerns throughout his tenure, and his 
  1-18  talents were especially valued as the chairman of the Senate 
  1-19  Education Committee and as a senior member on the 
  1-20  Appropriations, Rules, and Fiscal Affairs Committees; and 
 
  1-21  WHEREAS, in addition to his public service, he has been a 
  1-22  successful businessman, a devout member of the Baptist 
  1-23  Church, a beloved partner to his lovely wife Ruth Godwin 
  1-24  Carter, and a mentor to their three very capable children: 
  1-25  Hugh A. Carter, Jr., Dr. Laurie Carter Tharpe, and Connie 
  1-26  Carter Collins; and 
 
  1-27  WHEREAS, in light of his commendable service to the citizens 
  1-28  of Georgia, it is most fitting that his many invaluable 
  1-29  contributions to his community and state be recognized. 
 
  1-30  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  1-31  GEORGIA that the members of this body pay tribute to 
  1-32  Honorable Hugh Alton Carter for his distinguished public 
  1-33  service and designate the bridge on United States Highway 
  1-34  280 3.7 miles west of Plains, Georgia, in Webster County 
  1-35  across the pristine Choctohatchee Creek the Hugh Alton 
  1-36  Carter Bridge.

  2- 1  BE IT FURTHER RESOLVED that the Georgia Department of 
  2- 2  Transportation is authorized and directed to erect and 
  2- 3  maintain appropriate signs designating the bridge. 
 
  2- 4  BE IT FURTHER RESOLVED that the Secretary of the Senate is 
  2- 5  authorized and directed to transmit an appropriate copy of 
  2- 6  this resolution to the commissioner of transportation and to
