                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend an Act creating the Gainesville Redevelopment 
  1- 2  Authority, approved March 24, 1978 (Ga. L. 1978, p. 4440), 
  1- 3  so as to provide for additional powers of the Gainesville 
  1- 4  Redevelopment Authority; to provide for definitions; to 
  1- 5  provide for additional projects of the authority; to provide 
  1- 6  for applicability; to specify the grounds for certain 
  1- 7  amendments; to provide an effective date; to repeal 
  1- 8  conflicting laws; and for other purposes. 
 
  1- 9       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1-10                           SECTION 1. 
 
  1-11  An Act creating the Gainesville Redevelopment Authority, 
  1-12  approved March 24, 1978 (Ga. L. 1978, p. 4440), is amended 
  1-13  by adding a new Section 5.1 to read as follows: 
 
  1-14                         "SECTION 5.1. 
  1-15                       Additional powers. 
 
  1-16    (a) In addition to any other powers granted to the 
  1-17    Gainesville Redevelopment Authority and without limiting 
  1-18    any such powers, said authority is granted all powers 
  1-19    granted to downtown development authorities under Chapter 
  1-20    42 of Title 36 of the Official Code of Georgia Annotated, 
  1-21    known as the 'Downtown Development Authorities Law,' as 
  1-22    now or hereafter amended, within and as regards the 
  1-23    downtown development area, as such area is established or 
  1-24    modified from time to time by resolution of the city 
  1-25    council of the City of Gainesville in the manner set forth 
  1-26    under Chapter 42 of Title 36 of the Official Code of 
  1-27    Georgia Annotated, known as the 'Downtown Development 
  1-28    Authorities Law.' 
 
  1-29    (b) In addition to any other projects regarding which the 
  1-30    Gainesville Redevelopment Authority may exercise its 
  1-31    powers and duties and without limiting any such project, 
  1-32    such powers and duties may also be exercised within the 
  1-33    downtown development area established for the authority 
  1-34    regarding any project and cost of the project as defined

  2- 1    in Chapter 42 of Title 36 of the Official Code of Georgia 
  2- 2    Annotated, known as the 'Downtown Development Authorities 
  2- 3    Law,' as now or hereafter amended. 
 
  2- 4    (c) For purposes of the general laws of the State of 
  2- 5    Georgia, the Gainesville Redevelopment Authority shall be 
  2- 6    deemed to be a downtown development authority created 
  2- 7    under Chapter 42 of Title 36 of the Official Code of 
  2- 8    Georgia Annotated, known as the 'Downtown Development 
  2- 9    Authorities Law,' as regards the area of the City of 
  2-10    Gainesville established as the downtown development area 
  2-11    for the authority, including, but not limited to, being 
  2-12    deemed to be a downtown development authority for purposes 
  2-13    of Chapter 44 of Title 36 of the Official Code of Georgia 
  2-14    Annotated, known as the 'Redevelopment Powers Law,' as now 
  2-15    or hereafter amended, Chapter 43 of Title 36 of the 
  2-16    Official Code of Georgia Annotated, known as the 'City 
  2-17    Business Improvement District Act,' as now or hereafter 
  2-18    amended, and Article IX, Section VII of the Constitution 
  2-19    of the State of Georgia, relating to community improvement 
  2-20    districts." 
 
  2-21                           SECTION 2. 
 
  2-22  This Act shall become effective upon its approval by the 
  2-23  Governor or upon its becoming law without such approval. 
 
  2-24                           SECTION 3. 
 
  2-25  All laws and parts of laws in conflict with this Act are
