                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Code Section 17-2-1 of the Official Code of Georgia 
  1- 2  Annotated, relating to jurisdiction over crimes and persons 
  1- 3  charged with commission of crimes generally, so as to 
  1- 4  provide that criminal jurisdiction shall not extend to 
  1- 5  certain persons; to provide for related matters; to provide 
  1- 6  an effective date; to repeal conflicting laws; and for other 
  1- 7  purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Code Section 17-2-1 of the Official Code of Georgia 
  1-11  Annotated, relating to jurisdiction over crimes and persons 
  1-12  charged with commission of crimes generally, is amended by 
  1-13  adding at the end thereof a new subsection (e) to read as 
  1-14  follows: 
 
  1-15    "(e) Criminal jurisdiction shall not extend to a person 
  1-16    who violates Code Section 3-3-32 with respect to a 
  1-17    transaction involving shipment of items described in 
  1-18    paragraph (25) of Code Section 3-1-2 where that person 
  1-19    does not physically enter the state in the course of such 
  1-20    transaction." 
 
  1-21                           SECTION 2. 
 
  1-22  This Act shall become effective on January 1, 2000. 
 
  1-23                           SECTION 3. 
 
  1-24  All laws and parts of laws in conflict with this Act are 
  1-25  repealed.
