                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Part 1 of Article 3 of Chapter 5 of Title 50 of the 
  1- 2  Official Code of Georgia Annotated, relating to state 
  1- 3  purchasing, so as to prohibit sole-source contracting with a 
  1- 4  state agency for the purchase of goods and services unless 
  1- 5  such agency first receives a specific appropriation for such 
  1- 6  purpose; and for other purposes. 
 
  1- 7       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 8                           SECTION 1. 
 
  1- 9  Part 1 of Article 3 of Chapter 5 of Title 50 of the Official 
  1-10  Code of Georgia Annotated, relating to state purchasing, is 
  1-11  amended by adding at the end thereof a new Code Section 
  1-12  50-5-82 to read as follows: 
 
  1-13    "50-5-82. 
 
  1-14    Sole-source contracting with any state agency for the 
  1-15    purchase of goods and services by such agency shall be 
  1-16    prohibited unless the agency first requests and receives 
  1-17    from the General Assembly a specific appropriation of 
  1-18    funds for such particular purpose." 
 
  1-19                           SECTION 2. 
 
  1-20  All laws and parts of laws in conflict with this Act are
