                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend Code Section 20-2-162 of the Official Code of 
  1- 2  Georgia Annotated, relating to midterm adjustments under the 
  1- 3  "Quality Basic Education Act," so as to provide for midterm 
  1- 4  adjustments relative to the program adjustment amount for 
  1- 5  training and experience; to provide for matters relative 
  1- 6  thereto; to provide an effective date; to repeal conflicting 
  1- 7  laws; and for other purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  Code Section 20-2-162 of the Official Code of Georgia 
  1-11  Annotated, relating to midterm adjustments under the 
  1-12  "Quality Basic Education Act," is amended by adding at the 
  1-13  end thereof a new subsection (d) to read as follows: 
 
  1-14    "(d) A midterm adjustment shall be made in the program 
  1-15    adjustment amount for training and experience authorized 
  1-16    pursuant to subsection (d) of Code Section 20-2-161.  The 
  1-17    adjusted amount shall be based on all certificated 
  1-18    professional personnel who were employed by the local 
  1-19    school system as of the month of June of the fiscal year 
  1-20    immediately preceding the fiscal year in which grants 
  1-21    authorized by this Code section are distributed.  Such 
  1-22    adjustment shall be calculated to phase in full funding of 
  1-23    the above provision over a period of four years.  For 
  1-24    fiscal year 2000, the dollar value of training and 
  1-25    experience increase for fiscal year 1999 over fiscal year 
  1-26    1998 shall be multiplied by .25; for fiscal year 2001, the 
  1-27    dollar value of training and experience increase for 
  1-28    fiscal year 2000 over fiscal year 1999 shall be multiplied 
  1-29    by .50; for fiscal year 2002, the dollar value of training 
  1-30    and experience increase for  fiscal year 2001 over fiscal 
  1-31    year 2000 shall be multiplied by .75; and every year 
  1-32    thereafter by 1.0." 
 
  1-33                           SECTION 2. 
 
  1-34  This Act shall become effective on July 1, 1999.

  2- 2  All laws and parts of laws in conflict with this Act are
