                        A BILL TO BE ENTITLED 
                               AN ACT 
 
 
  1- 1  To amend an Act re-creating the Board of Commissioners of 
  1- 2  Colquitt County, approved March 22, 1974 (Ga. L. 1974, p. 
  1- 3  3078), as amended, particularly by an Act approved March 12, 
  1- 4  1986 (Ga. L. 1986, p. 3735), so as to change certain 
  1- 5  provisions regarding certain discretionary purchases by the 
  1- 6  county administrator; to repeal conflicting laws; and for 
  1- 7  other purposes. 
 
  1- 8       BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA: 
 
  1- 9                           SECTION 1. 
 
  1-10  An Act re-creating the Board of Commissioners of Colquitt 
  1-11  County, approved March 22, 1974 (Ga. L. 1974, p. 3078), as 
  1-12  amended, particularly by an Act approved March 12, 1986 (Ga. 
  1-13  L. 1986, p. 3735), is amended by striking subsection (a) of 
  1-14  Section 13 and inserting in its place a new subsection (a) 
  1-15  to read as follows: 
 
  1-16    "(a) The county administrator shall be the chief 
  1-17    purchasing agent for the county, by whom all purchases of 
  1-18    supplies and all contracts therefor shall be made.  The 
  1-19    county commissioner shall countersign with the chairperson 
  1-20    all vouchers for the payment of the same under such rules 
  1-21    and regulations as the board may adopt, not inconsistent 
  1-22    herewith.  The board shall adopt rules for regulating 
  1-23    purchases made by the county and the county administrator 
  1-24    shall be governed thereby.  In no event shall the county 
  1-25    administrator be authorized to spend in excess of 
  1-26    $5,000.00 for the purchase of any item for use by the 
  1-27    county without the prior consent of a majority of the duly 
  1-28    qualified members of the board." 
 
  1-29                           SECTION 2. 
 
  1-30  All laws and parts of laws in conflict with this Act are 
  1-31  repealed.
