A BILL TO BE ENTITLED
AN ACT
1- 1 To amend Code Section 20-3-519.7 of the Official Code of
1- 2 Georgia Annotated, relating to PROMISE teacher's
1- 3 scholarships, so as to change the requirements for
1- 4 eligibility for the scholarship and define certain terms; to
1- 5 repeal conflicting laws; and for other purposes.
1- 6 BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
1- 7 SECTION 1.
1- 8 Code Section 20-3-519.7 of the Official Code of Georgia
1- 9 Annotated, relating to PROMISE teacher's scholarships, is
1-10 amended by striking in its entirety subsection (a) and
1-11 inserting in lieu thereof a new subsection (a) and by adding
1-12 at the end thereof a new subsection (d) to read,
1-13 respectively, as follows:
1-14 "(a) To be eligible for a PROMISE teacher's scholarship, a
1-15 student seeking a bachelor's degree in teacher education
1-16 shall:
1-17 (1) Be admitted, enrolled, and classified as an
1-18 undergraduate student in a matriculated status at an
1-19 eligible postsecondary institution maintaining
1-20 satisfactory academic progress in accordance with the
1-21 standards and practices used for federal Title IV
1-22 programs by the institution at which the student is
1-23 enrolled;
1-24 (2) For a student in the junior year or a student in the
1-25 senior year, have earned a minimum overall cumulative
1-26 3.6 3.2 postsecondary grade average in a postsecondary
1-27 institution at the beginning of the first term for which
1-28 scholarship aid is requested and be maintaining
1-29 satisfactory academic progress in his or her course of
1-30 study in accordance with the standards and practices
1-31 used for federal Title IV programs by the postsecondary
1-32 institution in which the student is enrolled;

2- 1 (3) For a student in the senior year, have received the
2- 2 PROMISE teacher's scholarship in his or her junior year,
2- 3 and be maintaining satisfactory academic progress in his
2- 4 or her course of study in accordance with the standards
2- 5 and practices used for federal Title IV programs by the
2- 6 postsecondary institution in which the student is
2- 7 enrolled;
2- 8 (4)(3) Be accepted for enrollment into an approved
2- 9 teacher education program in Georgia leading to initial
2-10 certification;
2-11 (5)(4) Not yet have obtained a baccalaureate degree; and
2-12 (6)(5) Agree to teach in a public school in Georgia at
2-13 the preschool, elementary, middle, or secondary level
2-14 for one academic year for each $1,500.00 in PROMISE
2-15 teacher scholarship funds awarded and sign a promissory
2-16 note that stipulates the cash repayment obligation
2-17 incurred if the teaching service is not fulfilled."
2-18 "(d) As used in this Code section and notwithstanding any
2-19 provision of Code Section 20-3-519 to the contrary, the
2-20 term:
2-21 (1) 'Student in the junior year' means a student at a
2-22 postsecondary institution who is classified as a junior
2-23 by the postsecondary institution in which he or she is
2-24 enrolled.
2-25 (2) 'Student in the senior year' means a student at a
2-26 postsecondary institution who is classified as a senior
2-27 by the postsecondary institution in which he or she is
2-28 enrolled."
2-29 SECTION 2.
2-30 All laws and parts of laws in conflict with this Act are
2-31 repealed.
