                             A RESOLUTION 
 
  1- 1  Ratifying the alterations of regional development center 
  1- 2  boundaries established by the Board of Community Affairs; to 
  1- 3  provide for an effective date; and for other purposes. 
 
  1- 4  WHEREAS, subsection (f) of Code Section 50-8-4 of the 
  1- 5  Official Code of Georgia Annotated authorizes the Board of 
  1- 6  Community Affairs to determine and establish, from time to 
  1- 7  time, the territorial boundaries for the region of operation 
  1- 8  by each regional development center, and further provides 
  1- 9  that any action of the board altering the boundaries of a 
  1-10  regional development center shall not become effective until 
  1-11  approved by the General Assembly at the next regular session 
  1-12  following such action by the board by means of the adoption 
  1-13  of a joint resolution ratifying such action; and 
 
  1-14  WHEREAS, the Board of Community Affairs has adopted 
  1-15  procedures governing regional development center boundary 
  1-16  alterations and these procedures provide that the board may 
  1-17  alter regional development center boundaries as it deems 
  1-18  appropriate; and 
 
  1-19  WHEREAS, on January 13, 1999, the Board of Community Affairs 
  1-20  voted to transfer Johnson County from the Central Savannah 
  1-21  River Area Regional Development Center to the Heart of 
  1-22  Georgia-Altamaha Regional Development Center effective July 
  1-23  1, 1999; and 
 
  1-24  WHEREAS, on February 10, 1999, the Board of Community 
  1-25  Affairs voted to transfer Emanuel County from the Central 
  1-26  Savannah River Area Regional Development Center to the Heart 
  1-27  of Georgia-Altamaha Regional Development Center effective 
  1-28  July 1, 1999; and 
 
  1-29  WHEREAS, the requests for legislative ratification of said 
  1-30  transfers have been submitted to the General Assembly in 
  1-31  accordance with subsection (f) of Code Section 50-8-4 and it 
  1-32  is the desire of the General Assembly to ratify and approve 
  1-33  said transfers. 
 
  1-34  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  1-35  GEORGIA that the transfer of Johnson County from the Central 
  1-36  Savannah River Area Regional Development Center to the Heart

  2- 1  of Georgia-Altamaha Regional Development Center and 
  2- 2  alteration of the territorial boundaries for the region of 
  2- 3  operation by such regional development centers adopted and 
  2- 4  approved by the Board of Community Affairs on January 13, 
  2- 5  1999, to become effective on July 1, 1999, is ratified and 
  2- 6  approved. 
 
  2- 7  BE IT FURTHER RESOLVED that the transfer of Emanuel County 
  2- 8  from the Central Savannah River Area Regional Development 
  2- 9  Center to the Heart of Georgia-Altamaha Regional Development 
  2-10  Center and alteration of the territorial boundaries for the 
  2-11  region of operation by such regional development centers 
  2-12  adopted and approved by the Board of Community Affairs on 
  2-13  February 10, 1999, to become effective on July 1, 1999, is 
  2-14  ratified and approved. 
 
  2-15  BE IT FURTHER RESOLVED that the Department of Community 
  2-16  Affairs is authorized to undertake and carry out all 
  2-17  activities necessary to implement these alterations in 
  2-18  regional development center boundaries. 
 
  2-19  BE IT FURTHER RESOLVED that this resolution shall become 
  2-20  effective upon its approval by the Governor or upon its
