A RESOLUTION
1- 1 Honoring the life of Billy Browning; and for other purposes.
1- 2 WHEREAS, Billy Browning was a highly esteemed and beloved
1- 3 fifth generation resident of Cook County and a distinguished
1- 4 citizen of the State of Georgia; and
1- 5 WHEREAS, Billy Browning's rich legacy to his community and
1- 6 state include a life of caring service to his fellow man, an
1- 7 unsurpassed love of family, an indomitable entrepreneurial
1- 8 spirit and drive, and a vision of prosperity for his
1- 9 community and success for the "underdog"; and
1-10 WHEREAS, Billy Browning was born on June 27, 1937, in Cook
1-11 County, to Elton and Thelma Browning, and chose to live in
1-12 that community most of his life; and
1-13 WHEREAS, he was married on September 5, 1959, to Barbara Ann
1-14 Register of Hahira; and
1-15 WHEREAS, he was an active member of the First Baptist Church
1-16 of Adel and his Christian witness was borne out daily
1-17 through his generous heart and quiet acts of charity; and
1-18 WHEREAS, he recognized significant community needs and was
1-19 instrumental in the founding of the Cook Transit Authority,
1-20 the building of a permanent homeless shelter in Adel, the
1-21 acclaimed renovation and revitalization of historic downtown
1-22 Sparks, providing quality family housing opportunities for
1-23 first time home owners, and creating numerous job
1-24 opportunities throughout the county; and
1-25 WHEREAS, Mr. Browning pioneered the steel building industry
1-26 in Cook County, which culminated in the founding of Vulcan
1-27 All-Steel Structures, Inc., a company that today has become
1-28 one of the largest employers in the region and boasts
1-29 customers from around the world; and
1-30 WHEREAS, Mr. Browning's 30 year commitment to the industry
1-31 was recognized recently by the Cook County Chamber of
1-32 Commerce as Vulcan Steel was named the Business of the Year
1-33 in 1999 and won national acclaim for its growth and
1-34 innovation by the industry trade publication Metal
1-35 Construction News; and

2- 1 WHEREAS, his many philanthropic contributions to his church,
2- 2 the arts, human development, youth programs, athletics, and
2- 3 recreation have greatly impacted the lives of countless
2- 4 individuals and left an indelible mark on both community and
2- 5 state; and
2- 6 WHEREAS, Mr. Browning is survived by his loving family: wife
2- 7 Barbara Register Browning of Adel; daughter Elizabeth
2- 8 Browning Sanders and son-in-law Mark Williams Sanders of
2- 9 Athens; son William Steven Browning and daughter-in-law Lynn
2-10 Odom Browning of Valdosta; son Michael Brian Browning and
2-11 daughter-in-law Lisa Mosley Browning of Valdosta;
2-12 grandchildren Mark Williams Sanders VII and Caroline Lydia
2-13 Sanders of Athens and Michael Brian Browning, Jr., Benjamin
2-14 Carlisle Browning, and Harris Elton Browning of Valdosta;
2-15 brother Donald Browning of Adel; and mother Thelma Gandy
2-16 Browning of Adel.
2-17 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
2-18 REPRESENTATIVES that the members of this body honor the life
2-19 and memory of Billy Browning, express profound appreciation
2-20 for his many significant and enduring contributions to Cook
2-21 County and the State of Georgia, and convey their sincere
2-22 regret at his passing on January 28, 2000.
2-23 BE IT FURTHER RESOLVED that the Clerk of the House of
2-24 Representatives is authorized and directed to transmit
2-25 appropriate copies of this resolution to the family of Billy
2-26 Browning.
