A RESOLUTION
1- 1 Urging the United States Congress to amend the federal
1- 2 Voting Rights Act of 1965 to repeal the preclearance
1- 3 requirement of 42 U.S.C. 1973c; and for other purposes.
1- 4 WHEREAS, 42 U.S.C. 1973c imposes the outdated preclearance
1- 5 requirement that states submit changes in their internal
1- 6 voting and election laws to the federal government for prior
1- 7 approval; and
1- 8 WHEREAS, the states are sovereign units with the right to
1- 9 govern themselves under the principles of federalism; and
1-10 WHEREAS, 42 U.S.C. 1973c simply slows unnecessarily the
1-11 process in a state of making necessary and fair changes to
1-12 its voting and election practices and violates states'
1-13 rights; and
1-14 WHEREAS, this amendment to the federal Voting Rights Act of
1-15 1965 would in no way diminish the rights of United States
1-16 citizens or citizens of any state to enjoy free, fair, and
1-17 nondiscriminatory elections nor would the force and effect
1-18 of the federal Voting Rights Act of 1965 be lessened.
1-19 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
1-20 REPRESENTATIVES that the members of this body urge the
1-21 United States Congress to amend the federal Voting Rights
1-22 Act of 1965 to repeal the preclearance requirement of 42
1-23 U.S.C. 1973c so as to allow states to govern their own
1-24 voting practices without interference from the federal
1-25 government.
1-26 BE IT FURTHER RESOLVED that the Clerk of the House of
1-27 Representatives is authorized and directed to transmit an
1-28 appropriate copy of this resolution to the Speaker of the
1-29 United States House of Representatives, the presiding
1-30 officer of the United States Senate, and to members of the
1-31 Georgia congressional delegation.
