A RESOLUTION
1- 1 Creating the House Study Committee on School Support
1- 2 Personnel; and for other purposes.
1- 3 WHEREAS, the local public school systems in Georgia receive
1- 4 vital support services from a variety of personnel,
1- 5 including the school nutritionists and food service
1- 6 employees, school bus drivers, and school maintenance staff;
1- 7 and
1- 8 WHEREAS, Georgia's School Nutrition Program ranks third
1- 9 nationally in terms of the level of student participation
1-10 and demonstrates the critical need for well managed school
1-11 breakfast, lunch, and special milk programs in Georgia's
1-12 public schools; and
1-13 WHEREAS, Georgia's bus drivers perform a vital function in
1-14 transporting our children safely to their respective schools
1-15 180 days a year, and these drivers are often subject to
1-16 inclement weather, hazardous highway construction and
1-17 congestion, and passenger emergencies and distractions; and
1-18 WHEREAS, the maintenance employees of public schools provide
1-19 emergency support to the local schools in addition to
1-20 ensuring that the physical plant at each school is operating
1-21 safely and receives regular maintenance; and
1-22 WHEREAS, a thorough investigation of the mission and scope
1-23 of the responsibilities of these support personnel needs to
1-24 be conducted to determine the need for additional
1-25 qualifications, training, and review among these different
1-26 employee groups and to evaluate the compensation and
1-27 benefits structure currently applicable in most local school
1-28 systems.
1-29 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
1-30 REPRESENTATIVES that there is created the House Study
1-31 Committee on School Support Personnel to be composed of five
1-32 members of the House to be appointed by the Speaker of the
1-33 House of Representatives. The Speaker shall designate a
1-34 member of the committee as chairperson of the committee.
1-35 The chairperson shall call all meetings of the committee.

2- 1 BE IT FURTHER RESOLVED that the committee shall undertake a
2- 2 study of the conditions, needs, issues, and problems
2- 3 mentioned above or related thereto and recommend any actions
2- 4 or legislation which the committee deems necessary or
2- 5 appropriate. The committee may conduct such meetings at
2- 6 such places and at such times as it may deem necessary or
2- 7 convenient to enable it to exercise fully and effectively
2- 8 its powers, perform its duties, and accomplish the
2- 9 objectives and purposes of this resolution. The members of
2-10 the committee shall receive the allowances authorized for
2-11 legislative members of interim legislative committees but
2-12 shall receive the same for not more than five days unless
2-13 additional days are authorized. The funds necessary to
2-14 carry out the provisions of this resolution shall come from
2-15 the funds appropriated to the House of Representatives. In
2-16 the event the committee makes a report of its findings and
2-17 recommendations, with suggestions for proposed legislation,
2-18 if any, such report shall be made on or before December 31,
2-19 1999. The committee shall stand abolished on December 31,
2-20 1999.
