                             A RESOLUTION 
 
  1- 1  Commending the first responders, emergency medical 
  1- 2  technicians, cardiac technicians, and paramedics of Georgia 
  1- 3  and observing the second annual Emergency Medical Services 
  1- 4  (EMS) Recognition Day; and for other purposes. 
 
  1- 5  WHEREAS, through a coordinated, state-wide network, the 
  1- 6  emergency medical services professionals of Georgia respond 
  1- 7  to almost one million calls for assistance annually, risking 
  1- 8  their lives on a daily basis to go to the aid of those in 
  1- 9  need; and 
 
  1-10  WHEREAS, in the State of Georgia, there are over 5,000 first 
  1-11  responders, 7,500 emergency medical technicians, 140 cardiac 
  1-12  technicians, and 4,000 paramedics who provide the essential 
  1-13  livesaving services associated with out-of-hospital 
  1-14  emergency medical care delivery; and 
 
  1-15  WHEREAS, these thousands of professionals perform their 
  1-16  lifesaving duties through a network composed of hundreds of 
  1-17  nonlicensed first responder providers, certified automatic 
  1-18  external defibrillator providers, air ambulance transport 
  1-19  providers, and in excess of 270 licensed first responder 
  1-20  services, emergency medical services, and neonatal transport 
  1-21  services; and 
 
  1-22  WHEREAS, the goals of each and every one of these 
  1-23  individuals and services includes illness and injury 
  1-24  prevention activities; trauma system development activities; 
  1-25  public information and education activities; the prompt, 
  1-26  efficient, and effective delivery of prehospital emergency 
  1-27  medical care; transportation to the most appropriate 
  1-28  receiving facility; and other activities related to the 
  1-29  health and well-being of the citizens of the State of 
  1-30  Georgia; and 
 
  1-31  WHEREAS, the emergency medical services professionals of 
  1-32  Georgia have continuously supported efforts to elevate the 
  1-33  standards and training of first responders, emergency 
  1-34  medical technicians, cardiac technicians, and paramedics and 
  1-35  have been instrumental in increasing the public's awareness 
  1-36  of access to emergency services and what to do before the 
  1-37  arrival of EMS; and

  2- 1  WHEREAS, one of America's best emergency medical services 
  2- 2  systems, under the direction of the Department of Human 
  2- 3  Resources, Division of Public Health, Office of Emergency 
  2- 4  Medical Services and Injury Prevention, is celebrating its 
  2- 5  twenty-sixth year of existence in 1999; and 
 
  2- 6  WHEREAS, Thursday, February 25, 1999, is Emergency Medical 
  2- 7  Services Recognition Day in Georgia, and it is fitting and 
  2- 8  proper that the first responders, emergency medical 
  2- 9  technicians, cardiac technicians, and paramedics of Georgia 
  2-10  be recognized for their outstanding and courageous service 
  2-11  to the people of this state. 
 
  2-12  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  2-13  REPRESENTATIVES that each and every first responder, 
  2-14  emergency medical technician, cardiac technician, and 
  2-15  paramedic in Georgia is commended for his or her outstanding 
  2-16  service to the people of this state and that Emergency 
  2-17  Medical Services Recognition Day is being observed in honor 
  2-18  of these lifesaving professionals by inviting them to a day 
  2-19  at the Capitol on Thursday, February 25, 1999. 
 
  2-20  BE IT FURTHER RESOLVED that the Clerk of the House of 
  2-21  Representatives is authorized and directed to transmit 
  2-22  appropriate copies of this resolution to Paul Genest, 
  2-23  President of the Emergency Medical Services Director's 
  2-24  Association of Georgia; David Bean, President of the Georgia 
  2-25  Association of Emergency Medical Technicians; and Sam R. 
  2-26  Cunningham, Director of the Georgia Office of Emergency 
  2-27  Medical Services of the Department of Human Resources,
