                             A RESOLUTION 
 
  1- 1  Creating the House Study Committee on Ambulance Services; 
  1- 2  and for other purposes. 
 
  1- 3  WHEREAS, ambulance providers play an increasingly important 
  1- 4  role in rendering those emergency services which drastically 
  1- 5  reduce mortality and morbidity rates for citizens of this 
  1- 6  state; and 
 
  1- 7  WHEREAS, the manner in which ambulance providers are 
  1- 8  selected for health districts includes some measure of local 
  1- 9  participation; and 
 
  1-10  WHEREAS, the local coordinating entity recommendations do 
  1-11  not come from local governments and are not binding as to 
  1-12  the method of distributing emergency calls among ambulance 
  1-13  providers; and 
 
  1-14  WHEREAS, some local governments have expressed an interest 
  1-15  in having more influence in how ambulance providers will be 
  1-16  chosen for their political subdivisions; and 
 
  1-17  WHEREAS, a thorough reexamination should be conducted 
  1-18  regarding the methods for choosing ambulance providers in 
  1-19  this state. 
 
  1-20  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  1-21  REPRESENTATIVES that there is created the House Study 
  1-22  Committee on Ambulance Services to be composed of five 
  1-23  members of the House of Representatives to be appointed by 
  1-24  the Speaker of the House of Representatives.  The Speaker 
  1-25  shall designate a member of the committee as chairperson of 
  1-26  the committee.  The chairperson shall call all meetings of 
  1-27  the committee. 
 
  1-28  BE IT FURTHER RESOLVED that the committee shall undertake a 
  1-29  study of the conditions, needs, issues, and problems 
  1-30  mentioned above or related thereto and recommend any actions 
  1-31  or legislation which the committee deems necessary or 
  1-32  appropriate.  The committee may conduct such meetings at 
  1-33  such places and at such times as it may deem necessary or 
  1-34  convenient to enable it to exercise fully and effectively 
  1-35  its powers, perform its duties, and accomplish the 
  1-36  objectives and purposes of this resolution.  The members of

  2- 1  the committee shall receive the allowances authorized for 
  2- 2  legislative members of interim legislative committees but 
  2- 3  shall receive the same for not more than five days unless 
  2- 4  additional days are authorized.  The funds necessary to 
  2- 5  carry out the provisions of this resolution shall come from 
  2- 6  the funds appropriated to the House of Representatives.  In 
  2- 7  the event the committee makes a report of its findings and 
  2- 8  recommendations, with suggestions for proposed legislation, 
  2- 9  if any, such report shall be made on or before December 1, 
  2-10  1999.  The committee shall stand abolished on December 1,
