HR 446 LC 19 4258 A RESOLUTION Declaring March 8, 1999, as "Safe Drivers' Awareness Day" and urging all drivers to observe all driver safety laws and to exercise reasonable caution and good judgment while driving; and for other purposes. WHEREAS, each year, many lives are lost in this state due to motor vehicle accidents; and WHEREAS, many lives could be saved if drivers were more strictly observant of and adhered to the uniform rules of the road as provided in Chapter 6 of Title 40 of the Official Code of Georgia Annotated; and WHEREAS, in observance of Safe Drivers' Awareness Day on March 8, 1999, each driver in this state is urged to: (1) Observe the seat belt laws; (2) Observe child safety seat precautions; (3) Observe the speed limit; (4) Respect the rights and safety of pedestrians; (5) Observe the laws relating to driving under the influence of alcohol or drugs; (6) Concentrate while driving on the safe and proper operation of his or her motor vehicle and to be especially observant of weather, traffic, or other conditions which may have an adverse effect on safety; and (7) Exercise good judgment when using cellular telephones while driving by using hands-free telephones, if available, or by postponing the use of the telephone until the vehicle is safely stopped and out of traffic. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the members of this body declare March 8, 1999, "Safe Drivers' Awareness Day."                              A RESOLUTION 
 
  1- 1  Expressing regret at the passing of Ernest L. Stroud; and 
  1- 2  for other purposes. 
 
  1- 3  WHEREAS, Ernest Stroud was one of Clayton County's most 
  1- 4  beloved community leaders and a champion of education; and 
 
  1- 5  WHEREAS, he grew up in LaGrange, Georgia, and earned a 
  1- 6  master's degree in educational administration from Auburn 
  1- 7  University; and 
 
  1- 8  WHEREAS, although Mr. Stroud played many roles during his 
  1- 9  lifetime, his most enduring legacy was his tenure as 
  1-10  superintendent of the Clayton County school system from 1971 
  1-11  until his retirement in 1986; and 
 
  1-12  WHEREAS, his excellent and stable leadership deftly guided 
  1-13  the school system through a period of unprecedented growth; 
  1-14  and 
 
  1-15  WHEREAS, before winning election as school superintendent, 
  1-16  he had been a teacher, principal of Forest Park High School, 
  1-17  and deputy school superintendent; and 
 
  1-18  WHEREAS, Mr. Stroud served as chairman of both the Clayton 
  1-19  County Hospital Authority and the Southern Regional Health 
  1-20  System Board from 1994 through 1998; was a member of the 
  1-21  Southern Regional Medical Center Board, the PROMINA Health 
  1-22  System Board, and the Fayette Community Hospital Board; and 
  1-23  was a former chairman of the Clayton County Board of Health; 
  1-24  and 
 
  1-25  WHEREAS, he served as a member of the Governor's Task Force 
  1-26  on Education, was selected the 1983 Georgia Superintendent 
  1-27  of the Year by the Georgia School Counselors Association, 
  1-28  and was named the 1971 Clayton County Citizen of the Year 
  1-29  and the 1959 Jaycee's Young Man of the Year; and 
 
  1-30  WHEREAS, until his death at the age of 72 years, Ernest 
  1-31  Stroud dedicated himself to unselfish service which 
  1-32  reflected his supreme devotion to his family, his community, 
  1-33  and his country. 
 
  1-34  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  1-35  REPRESENTATIVES that the members of this body pay tribute to

  2- 1  the life of Ernest L. Stroud and express their sincere 
  2- 2  condolences to his family. 
 
  2- 3  BE IT FURTHER RESOLVED that the Clerk of the House of 
  2- 4  Representatives is authorized and directed to transmit an 
  2- 5  appropriate copy of this resolution to the family of Ernest
