A RESOLUTION
1- 1 Proposing an amendment to the Constitution so as to prohibit
1- 2 the enactment of any laws during the final ten days of any
1- 3 regular session of the General Assembly except laws
1- 4 repealing existing laws and appropriations Acts; to provide
1- 5 for the submission of this amendment for ratification or
1- 6 rejection; and for other purposes.
1- 7 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:
1- 8 SECTION 1.
1- 9 Article III, Section IV, Paragraph I of the Constitution is
1-10 amended by striking subparagraph (a) thereof and inserting
1-11 in its place the following:
1-12 "(a) The Senate and House of Representatives shall
1-13 organize each odd-numbered year and shall be a different
1-14 General Assembly for each two-year period. The General
1-15 Assembly shall meet in regular session on the second
1-16 Monday in January of each year, or otherwise as provided
1-17 by law, and may continue in session for a period of no
1-18 longer than 40 days in the aggregate each year. No law
1-19 may be enacted during the last ten days of a regular
1-20 session except a law repealing an existing law or an
1-21 appropriations Act. By concurrent resolution, the General
1-22 Assembly may adjourn any regular session to such later
1-23 date as it may fix for reconvening. Separate periods of
1-24 adjournment may be fixed by one or more such concurrent
1-25 resolutions."
1-26 SECTION 2.
1-27 The above proposed amendment to the Constitution shall be
1-28 published and submitted as provided in Article X, Section I,
1-29 Paragraph II of the Constitution.
1-30 The ballot submitting the above proposed amendment shall
1-31 have written or printed thereon the following:
1-32 "( ) YES Shall the Constitution be amended so as to
1-33 prohibit the enactment of any laws during the
1-34 ( ) NO final ten days of any regular session of the
1-35 General Assembly except laws repealing

2- 1 existing laws and appropriations Acts?"
2- 2 All persons desiring to vote in favor of ratifying the
2- 3 proposed amendment shall vote "Yes." All persons desiring
2- 4 to vote against ratifying the proposed amendment shall vote
2- 5 "No."
2- 6 If such amendment shall be ratified as provided in said
2- 7 Paragraph of the Constitution, it shall become a part of the
2- 8 Constitution of this state.
