First Reader Summary
A RESOLUTION proposing an amendment to the Constitution so as to
provide that no general bill creating or increasing any tax, fee,
assessment, or charge by whatever designation that is imposed for
state purposes shall become law unless such bill is approved by
two-thirds of the members elected to each branch of the General
Assembly in a roll-call vote; and for other purposes.

A RESOLUTION
1- 1 Proposing an amendment to the Constitution so as to provide
1- 2 that no general bill creating or increasing any tax, fee,
1- 3 assessment, or charge by whatever designation that is
1- 4 imposed for state purposes shall become law unless such bill
1- 5 is approved by two-thirds of the members elected to each
1- 6 branch of the General Assembly in a roll-call vote; to
1- 7 provide for the submission of this amendment for
1- 8 ratification or rejection; and for other purposes.
1- 9 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF GEORGIA:
1-10 SECTION 1.
1-11 Article VII, Section I of the Constitution is amended by
1-12 adding a new Paragraph at the end thereof, to be designated
1-13 Paragraph IV, to read as follows:
1-14 "Paragraph IV. Authorization of taxes, fees,
1-15 assessments, and charges. No general bill creating or
1-16 increasing any tax, fee, assessment, or charge by whatever
1-17 designation that is imposed for state purposes shall
1-18 become law unless such bill is approved by two-thirds of
1-19 the members elected to each branch of the General Assembly
1-20 in a roll-call vote."
1-21 SECTION 2.
1-22 The above proposed amendment to the Constitution shall be
1-23 published and submitted as provided in Article X, Section I,
1-24 Paragraph II of the Constitution.
1-25 The ballot submitting the above proposed amendment shall
1-26 have written or printed thereon the following:
1-27 "( ) YES Shall the Constitution be amended so as to
1-28 provide that no general bill creating or
1-29 ( ) NO increasing any tax, fee, assessment, or charge
1-30 by whatever designation that is imposed for
1-31 state purposes shall become law unless such
1-32 bill is approved by two-thirds of the members
1-33 elected to each branch of the General Assembly
1-34 in a roll-call vote?"

2- 1 All persons desiring to vote in favor of ratifying the
2- 2 proposed amendment shall vote "Yes." All persons desiring
2- 3 to vote against ratifying the proposed amendment shall vote
2- 4 "No."
2- 5 If such amendment shall be ratified as provided in said
2- 6 Paragraph of the Constitution, it shall become a part of the
2- 7 Constitution of this state.
