                             A RESOLUTION 
 
  1- 1  To amend the Rules of the House so as to create an 
  1- 2  uncontested resolutions calendar for resolutions naming 
  1- 3  things and creating study committees; to provide for related 
  1- 4  matters; and for other purposes. 
 
  1- 5  BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES that the 
  1- 6  Rules of the House are amended by striking paragraph (17) of 
  1- 7  Rule 27 and inserting in its place a new paragraph to 
  1- 8  describe an item in the order of business and to read as 
  1- 9  follows: 
 
  1-10        "(17)(A) When applicable, third reading of resolutions 
  1-11        on the uncontested resolutions calendar; and 
 
  1-12        (B) Other bills Bills and resolutions for third 
  1-13        reading." 
 
  1-14  BE IT FURTHER RESOLVED that the Rules of the House are 
  1-15  further amended by striking Rule 29 and inserting in its 
  1-16  place a new rule to read as follows: 
 
  1-17    "Rule 29. (a) The Committee on Rules shall arrange and fix 
  1-18    the calendar for each day's business  for the last 25 days 
  1-19    of each regular  session of the General Assembly.  The 
  1-20    rules calendar for each such day shall be set by the 
  1-21    Committee on Rules on the legislative day prior to the 
  1-22    legislative day on which the calendar shall be before the 
  1-23    House.  Copies of such calendar shall be printed and made 
  1-24    available to the members of the House as quickly as is 
  1-25    practicable following the setting of the calendar.  Such 
  1-26    calendar shall be a standing and continuing special order 
  1-27    during such period.  There shall be no debate on the 
  1-28    adoption of the calendar of the Committee on Rules.  The 
  1-29    provisions of this rule concerning the time for setting of 
  1-30    the calendar may be waived by majority vote of the members 
  1-31    elected to the House; and in that event the Committee on 
  1-32    Rules may meet at any time to set a rules calendar or 
  1-33    supplemental rules calendar. 
 
  1-34    (b) There shall be a separate section at the beginning of 
  1-35    each day's rules calendar known as the uncontested 
  1-36    resolutions calendar. All resolutions referred to in this

  2- 1    subsection (b) which are approved by the Committee on 
  2- 2    Rules for placement on the rules calendar shall be placed 
  2- 3    on the uncontested resolutions calendar unless otherwise 
  2- 4    ordered by the committee. When considered by the full 
  2- 5    House, all resolutions on the  uncontested resolutions 
  2- 6    calendar shall be voted on as a group and without debate; 
  2- 7    except that any member of the House shall have the right 
  2- 8    to have any resolution on the uncontested resolutions 
  2- 9    calendar removed therefrom and placed on the general rules 
  2-10    calendar, in which case it shall be subject to 
  2-11    consideration in the same manner as any other bill or 
  2-12    resolution on the general rules calendar. Resolutions for 
  2-13    placement on the uncontested resolutions calendar shall 
  2-14    include only: (1) resolutions establishing study 
  2-15    committees and other similar bodies; and (2) commemorative 
  2-16    resolutions which name or rename roads, streets, highways, 
  2-17    parks, bodies of water, bridges, institutions, buildings,
