A RESOLUTION
1- 1 Creating the House Study Committee on Early Childhood
1- 2 Immunization; and for other purposes.
1- 3 WHEREAS, immunization in the early childhood years of life
1- 4 is critically important to a child's future health and
1- 5 mental and physical development; and
1- 6 WHEREAS, current Georgia law requires presentation of a
1- 7 certificate of immunization before a child may be admitted
1- 8 to a child care facility or to a public or private school;
1- 9 and
1-10 WHEREAS, current Georgia law may not be adequate to ensure
1-11 immunization at the proper time, which is up to and around
1-12 two years of age; and
1-13 WHEREAS, an in-depth study of this issue is necessary and
1-14 appropriate.
1-15 NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF
1-16 REPRESENTATIVES that there is created the House Study
1-17 Committee on Early Childhood Immunization to be composed of
1-18 the following members: five members of the House of
1-19 Representatives to be appointed by the Speaker of the House
1-20 of Representatives; the director of the Division of Public
1-21 Health of the Department of Human Resources or such person's
1-22 designee; the district director of a health district or such
1-23 person's designee; and not more than six members of the
1-24 public, including a representative of the Professional
1-25 Association of Georgia Educators, a representative of the
1-26 Georgia Association of Educators, a representative of the
1-27 Georgia School Superintendents Association, and a
1-28 representative of the Georgia Chapter of the American
1-29 Academy of Pediatrics to be appointed by the Speaker of the
1-30 House with such persons' consent. The chairperson of the
1-31 State Board of Education or his or her designee and the
1-32 State School Superintendent or his or her designee shall be
1-33 invited to be members of and to take part in the
1-34 deliberations of the committee. The Speaker of the House
1-35 shall designate a member of the committee as chairperson of
1-36 the committee. The chairperson shall call all meetings of
1-37 the committee.

2- 1 BE IT FURTHER RESOLVED that the committee shall undertake a
2- 2 study of the conditions, needs, issues, challenges, and
2- 3 opportunities mentioned above or related thereto and shall
2- 4 develop and recommend legislation which the committee deems
2- 5 necessary or appropriate to address such issues. The
2- 6 committee may conduct such meetings at such places and at
2- 7 such times as it may deem necessary or convenient to enable
2- 8 it to exercise fully and effectively its powers, perform its
2- 9 duties, and accomplish the objectives and purposes of this
2-10 resolution. The legislative members of the committee shall
2-11 receive the allowances authorized for legislative members of
2-12 interim legislative committees but shall receive the same
2-13 for not more than five days unless additional days are
2-14 authorized; and the nonlegislative members of the committee
2-15 shall serve without compensation. Except as otherwise
2-16 provided in this resolution, the funds necessary to carry
2-17 out the provisions of this resolution shall come from the
2-18 funds appropriated to the House of Representatives. In the
2-19 event the committee makes a report of its findings and
2-20 recommendations, with suggestions for proposed legislation,
2-21 if any, such report shall be made on or before December 31,
2-22 1999. The committee shall stand abolished on December 31,
2-23 1999.
