                             A RESOLUTION 
 
  1- 1  Creating the Joint Study Committee on Local Law Enforcement 
  1- 2  Officer Salaries and Benefits; and for other purposes. 
 
  1- 3  WHEREAS, there is a decreasing number of individuals 
  1- 4  available to take jobs in local law enforcement in this 
  1- 5  state; and 
 
  1- 6  WHEREAS, better jobs, with higher compensation and benefits, 
  1- 7  are available in the private sector and in other areas of 
  1- 8  government; and 
 
  1- 9  WHEREAS, working conditions in local law enforcement are at 
  1-10  an all-time low; and working conditions are safer, health 
  1-11  care benefits are better, and the chances of being sued are 
  1-12  less in the private sector; and 
 
  1-13  WHEREAS, work in the private sector affords more opportunity 
  1-14  for employment in second jobs; and 
 
  1-15  WHEREAS, every effort should be made by local governments to 
  1-16  ensure adequate compensation and benefits for the duties and 
  1-17  responsibilities placed on law enforcement officers and to 
  1-18  encourage the law enforcement officers of local governments 
  1-19  to remain in this vital profession; and 
 
  1-20  WHEREAS, it is vitally important to promote higher standards 
  1-21  and longevity of service in the law enforcement profession. 
 
  1-22  NOW, THEREFORE, BE IT RESOLVED BY THE GENERAL ASSEMBLY OF 
  1-23  GEORGIA that there is created the Joint Study Committee on 
  1-24  Local Law Enforcement Officer Salaries and Benefits to be 
  1-25  composed of the following: five members of the Senate to be 
  1-26  appointed by the President of the Senate, one of whom shall 
  1-27  be the chairperson of the Senate Public Safety Committee who 
  1-28  shall serve as cochairperson of the committee; five members 
  1-29  of the House of Representatives to be appointed by the 
  1-30  Speaker of the House of Representatives, one of whom shall 
  1-31  be the chairperson of the House Committee on Public Safety 
  1-32  who shall serve as cochairperson of the committee; two 
  1-33  sheriffs to be appointed by the governing authority of the 
  1-34  Georgia Sheriffs' Association; two police chiefs to be 
  1-35  appointed by the governing authority of the Georgia 
  1-36  Association of Chiefs of Police; two members of the

  2- 1  Association County Commissioners of Georgia to be appointed 
  2- 2  by the governing authority of such association; and two 
  2- 3  members of the Georgia Municipal Association to be appointed 
  2- 4  by the governing authority of such association. The 
  2- 5  cochairpersons shall call all meetings of the committee. 
 
  2- 6  BE IT FURTHER RESOLVED that the Joint Study Committee on 
  2- 7  Local Law Enforcement Officer Salaries and Benefits shall 
  2- 8  undertake a comprehensive study of the conditions, needs, 
  2- 9  issues, and problems mentioned in this resolution or related 
  2-10  thereto and recommend any actions or legislation which the 
  2-11  committee deems necessary or appropriate.  The committee may 
  2-12  conduct such meetings at such places and at such times as it 
  2-13  may deem necessary or convenient to enable it to exercise 
  2-14  fully and effectively its powers, perform its duties, and 
  2-15  accomplish the objectives and purposes of this resolution. 
  2-16  The Georgia Criminal Justice Improvement Council which is a 
  2-17  part of the legislative branch of government shall assist 
  2-18  the cochairpersons in coordinating the study to be 
  2-19  undertaken by the committee. The legislative members of the 
  2-20  committee shall receive the allowances authorized for 
  2-21  legislative members of interim legislative committees but 
  2-22  shall receive the same for not more than ten days unless 
  2-23  additional days are authorized.  The funds necessary to 
  2-24  carry out the provisions of this resolution shall come from 
  2-25  the funds appropriated to the House of Representatives and 
  2-26  Senate.  In the event the committee makes a report of its 
  2-27  findings and recommendations, with suggestions for proposed 
  2-28  legislation, if any, such report shall be made on or before 
  2-29  December 31, 1999.  The committee shall stand abolished on
