                             A RESOLUTION 
 
  1- 1  Urging the Governor to take promptly certain actions to 
  1- 2  avert potential Year 2000 computer compliance problems; and 
  1- 3  for other purposes. 
 
  1- 4  WHEREAS, businesses and professions of all types and sizes 
  1- 5  and state and local governments are highly dependent upon 
  1- 6  the proper functioning of computers and computer programs in 
  1- 7  the production, delivery, and management of products, 
  1- 8  services, and information to the citizens of this state; and 
 
  1- 9  WHEREAS, in the early years of computer programs, computer 
  1-10  memory was at a premium due to limitations on physical 
  1-11  capacity, and in order to save precious memory space, 
  1-12  software developers adopted what became the uniform industry 
  1-13  convention of identifying years by two digits; and 
 
  1-14  WHEREAS, subsequent programs continued the convention for 
  1-15  many reasons, some of which include the need for 
  1-16  compatibility, to meet standards based on the two digit 
  1-17  convention, and the anticipation that the computer product 
  1-18  would be replaced or upgraded long before the year 2000; and 
 
  1-19  WHEREAS, this market-driven programming standard, which may 
  1-20  be found in a wide variety of software, computers, and other 
  1-21  electronic devices, results in a present or future inability 
  1-22  to accurately store, process, provide, or receive data 
  1-23  relating to a date beyond the year 1999, commonly known as 
  1-24  the "Y2K" problem; and 
 
  1-25  WHEREAS, such inability, if not promptly eliminated, 
  1-26  repaired, or otherwise accounted for, has the potential to 
  1-27  cause serious disruption to the economy of this state and 
  1-28  harm to the lives of its people; and 
 
  1-29  WHEREAS, it is the desire of the House of Representatives 
  1-30  that the executive branch take necessary and appropriate 
  1-31  measures within its authority and with all deliberate speed 
  1-32  to avert such damage and harm to the economy and citizens of 
  1-33  this state. 
 
  1-34  NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF 
  1-35  REPRESENTATIVES that the members of this body urge the 
  1-36  Governor to:

  2- 1      1. Direct the Georgia Emergency Management Agency to 
  2- 2      make necessary and appropriate preparations for Y2K 
  2- 3      related emergencies; 
 
  2- 4      2. Direct all appropriate state agencies to take such 
  2- 5      necessary and appropriate measures as will ensure that 
  2- 6      adequate inventories of lifesaving medical equipment and 
  2- 7      pharmaceuticals are available to citizens of this state 
  2- 8      in anticipation of Y2K related shortages; and 
 
  2- 9      3. Establish a Y2K Critical Services Task Force to 
  2-10      coordinate state and local government planning for Y2K 
  2-11      contingencies related to delivery of critical services 
  2-12      by both the public and private sector to Georgia 
  2-13      citizens, including electricity, natural gas, water, 
  2-14      sanitation, communications, medical, and public safety 
  2-15      services. 
 
  2-16  BE IT FURTHER RESOLVED THAT the Clerk of the House of 
  2-17  Representatives is authorized and directed to transmit an 
  2-18  appropriate copy of this resolution to His Excellency
